台灣地區溫泉資源豐富，隨著國民生活品質提升以及政策性推動國內觀光發展，泡湯已蔚為國內休閒風潮主流。然而久遠的開發利用歷史，造成部分知名溫泉地區之溫泉資源供不應求，尤其在旅遊旺季及乾旱季節。本署係「溫泉法」之中央主管機關，為保育溫泉資源，爰於溫泉使用率較高之四重溪溫泉地區，建置溫泉監測系統，依其監測資料(水位、水溫、導電度及pH值等)並配合溫泉使用情形調查，研擬有效之溫泉總量管制措施，以落實溫泉資源永續利用之目標。

To set up a dependable database and share information resource, the hot spring monitoring wells were established in primary hot spring area, where hydraulic tests and long-term observation were also conducted. The investigation and unified database format were formulated by central government. The national hot spring data base was based on the partnership of central and local government. This project investigated Su-Chung river hot spring area, the goal of this project was included (1) background investigation, data collection and hot spring development status of Su-Chung river area. (2) hot spring monitoring database installation, and historical monitoring data collection. (3) hot spring monitor (4) Evaluation on reasonable consuming amount of hot spring water in resource control (5) the seminar for monitoring results and reasonable consuming amount of hot spring water in resource control. This project has completed background investigation and established 8 monitor wells in Su-Chung river hot spring area. Five of the eight monitor wells are self record mode. In five of self record wells, two of them are in auto transform mode, and three of them are recorded manually. Moreover, during recoding period, the sampling times were one day per two weeks, where the samples were recorded three times per day, and five hours per each recoding time. The monitor data was inputted to hot spring data base and presented in web page. The monitor data and hot spring water consuming amounts have been evaluated by observation data, trend cycle and correlation analysis, thus this study has established the total amount control strategy for sustainable use of hot spring resources.
