自來水系統為重要維生線系統之一,其震後服務效能中斷除造成災區民眾日常生活立即發生困難外,其影響也及於消防、醫療等其他部門。自來水系統由於具有許多地下管線,其震後搶修復水經常曠日費時,衍生出嚴重的二次損失與社會成本。近年來美、日等國為進一步強化震災風險管理效能,莫不積極推動自來水等維生線系統震損評估與震後服務效能分析技術之研發,發展以境況模擬為基礎(scenario-based)之地震減災與緊急應變新思維。
我國地狹人稠且工商發達,都市人口規模龐大,然位處環太平洋地震帶,平均十數年會發生一次致災性中、大規模陸上地震,尤其台灣遍佈四十多條活動斷層,許多盆地與平原地區(含濱海工業地區)為容易發生土壤液化的沖積、回填區域。
因此,為確保自來水管線及保障民眾用水安全,有必要發展自來水系統震災境況模擬與震後服務效能分析,進一步應用於平日減災規劃、震後快速評估與應變工作,同時結合先進試驗與數值模擬技術探討地震地質敏感區域自來水管材受震行為,進而研擬合理可行之管線與接頭耐震對策,裨益於我國自來水系統之整體耐震能力與震後復原能力,確保經建成果與民眾福祉。
英文摘要
Water systems are one of the most essential infrastructures in modern societies. The disruption of water supply following earthquakes may cause serious inconvenience to the daily life of people in the disastrous areas. Medical caring, sanitation, fire- fighting and so forth may be seriously affected, too. It is highly desirable to facilitate water utilities with a seismic scenario simulation tool for help estimate the likely service disruption following earthquakes. Moreover, due to the reality of long-distance water conveyance to meet the demand from all places, it is inevitably that some pipelines have to go through areas with active faults or of high susceptibility of soil liquefaction. The behavior of buried water pipelines undergoing with large ground deformation should be investigated both numerically and experimentally.
This 2-year project aims at developing advanced technologies for: (1) simulating the seismic serviceability of water network systems after major earthquake occurrence; (2) analyzing the process of various pipe deformations and damages numerically, and achieving a preliminary design of test system for examining the behavior of buried pipes subject to ground deformation induced by either fault rupturing or soil settlement. Currently, the seismic serviceability analysis of water networks has been realized. The Open GIS module for PESH (potential earth science hazards) analysis has been completed. Continuous pipe behavior modeling using ABAQUS has been studied and compared with the test and analysis results from the third parties. Finally, the Cornell Large Scale Lifelines Test Facility has been analyzed. Preliminary draft designs for a brand new test bed in Taiwan for future experimental studies of fault-crossing pipe behavior have been proposed.
