舊港島為馬總統關心之重點災區之ㄧ，目前相關整治工程已陸續進行，包含堤防工程與疏浚工程等，但由於設計為低度保護，故在工程完工後該地區仍存在淹水之風險，因此本計畫針對舊港島進行水位站與即時影像監視站等防汛機制之建置，並進行桃竹苗地區洪水預警系統之擴充建置，以協助二河局防汛作業之順利進行。本計畫主要工作可分為五大項：(1)頭前溪舊港島防汛機制建立。(2) 桃竹苗地區防汛作業所需設備規劃分析與建置。(3)桃竹苗地區水情測預報警系統的擴充建置。(4)決策資源參考資料之擴充建置。(5)系統與防汛作業演練與落實規劃。(6)教育訓練與技術移轉。頭前溪舊港島防汛機制建立部分：針對舊港島水位資訊及影像資訊連結至測預報系統中，並利用相關觀測資料或研究成果建立預警之機制，並制定緊急應變參考手冊。桃竹苗地區水情測預報警系統的擴充建置部份，除了測預報系統之維護外，亦對整個防汛設備與系統進行定期維護工作，以確保颱風來臨時所有設備之穩定性。並針對相關系統之維護與增修建置，如防汛網頁、工程進度網頁、跑馬燈展示系統、防汛資訊線上查詢系統、桃竹苗洪水預警系統與防汛資料庫。桃竹苗地區防汛作業所需設備規劃分析與建置部份，針對轄區風險區段進行防汛作業所需設備規劃分析，後進行建置工作，以期對災區達預警之功用。決策資源參考資料之擴充建置部份，包含更新訂定最新中央管河川大斷面，檢討與更新警戒水位、增修防汛手冊、災區與風險區進行現地勘查、防汛堆置場資料彙整與空間合適性分析與河道溢淹風險區段與洪氾區檢討分析等，以做為決策應變參考之用，並將相對應手冊進行編修工作。系統與防汛作業演練與落實規劃部分，針對局裡同仁，進行『水情中心防汛應變執勤作業』宣導與教育訓練工作，並協助二河局颱洪期間的洪水預警系統上線運作，落實系統與防汛作業之整合。而颱風過後，協助產製水文分析報告與颱洪值勤報告，並配合召開防汛作業檢討會議。教育訓練與技術移轉部分，配合二河局參與各單位防汛演習，提供相關單位防汛應變資訊說明與解說工作，並配合規劃水利署聯合防汛演習工作。

Second River Management Office (2RMO) had consequently finished two projects, “The Establishment of Tou-Chian River Flood Forecasting System” and “The Establishment of Taoyuan, Hsinchu and Miaoli Area Flood Forecasting System” in 2005 and 2006. The preliminary stage of establishment for River Information Forecast Center had been accomplished during 2005 and 2006. In 2007, 2RMO executed the project “Taoyuan, Hsinchu and Miaoli Area Flood Forecasting System and Flood Protection Integration Plan” for establishing the integration of FEWS and undergoing related applications, which constitute the intermediate stage of constructing River Information Forecast in Taoyuan, Hsinchu and Miaoli Area. In 2008, this project has been fulfilled for the integration of FEWS and “Taoyuan, Hsinchu and Miaoli Area Flood Forecasting System”, and starting related training programs, which constitute the final stage of constructing River Information Forecast in Taoyuan, Hsinchu and Miaoli Area. After finishing this project in 2009, 2RMO now obtains enough information and guidelines for training and educating staffs during flood season. In addition to establish the routine project of Flood Protection Integration Plan in this year. Here executed the warning system and held advocacy activities for main hazard region - Jiu-gang Island. In accordance with the activities mentioned above, here to expect that could reduce the disaster risk and strengthen the flood prevention operations during the hazard period.
