當前臺灣水文資料所匱乏者，並非中低水位時期之資料，乃為高水位時期之資料。以往高水位時期之流量往往僅以數值模式運算推求，然因所得流量之準確性無由驗證，導致資訊之可靠性有待商榷，甚而可能影響決策者之判斷；因此確有必要建立簡易、快速之流量量測法，實際量測各種流況下之水位流量，以期收集並建立更為完整且更適宜於臺北水源特定區之水位流量資料。而隨著水文資料庫之日趨完備，必將有助於呈現更具信賴度之整體水文情勢分析，其成果更可作為日後本特定區水文分析、水理演算、工程設計，及水資源規劃與管理之重要依據。
