1.本計畫為自94年開始執行的「國土復育策略方案暨行動計畫先期作業」分支計畫「開發建置中央管河川空間資訊系統計畫」的第六年於99年度執行子計畫之ㄧ，本期計畫係延續98年辦理蘭陽溪下游河段資料建置計畫，本次計畫以辦理蘭陽溪中上游河段(自葫蘆堵大橋起至繼光橋止)數值資料建置為主，以期能完成蘭陽溪整體水係數值資料建置，並以既設之「中央管河川三維地理資訊系統」為基準，將本次建置之數值圖資成果納入，以作為業務查詢、展示應用。2.本計畫除配合航拍產製並蒐集蘭陽溪水系計畫河段相關各項數值圖資與資料，並將各部會已公告之各項環境數值圖資納入，同時對航拍範圍製作土地利用現況圖及河川型態的影像判釋分析等納入應用。以提供後續辦理水系治理規劃設計及流域環境自然生態保育與環境營造之應用。
