在國內,部分自來水事業近幾年推動資訊化管理,在供水管理上,已由各所屬單位自行建置公共給水管理系統,惟實際上,其所開發系統規格並未統一,包括資料未能有效連結、緊急通報管理功能未能即時提供主管單位掌控、定位座標系統精度差異性大、自動讀表系統與產水監控未能整合運用、資訊管理系統分散無法提供全盤資訊等,因此,目前尚無相關作業平台整合相關資訊。另外,本部(水利署)為自來水法中央主管機關,對於國內各淨水場原水、清水水質現況及變化趨勢,應能有效及即時掌握,因此,建置一套網際網路水質資訊登錄系統,由各自來水事業定期上網填報,以代替以往由自來水事業定期檢送月報表之模式,實有必要。
另外,國內目前在簡易自來水供給設施之管理維護上,均由各簡易自來水事業自行維護管理,本署曾於88年委託調查國內各簡易自來水事業,包含北部地區39座、中部地區52座、南部地區46座、東部地區30座,共計167座,惟至今已超過10年,資料老舊,且各地區應有新興簡易自來水事業成立,因此,簡易自來水事業相關基本資料,有亟待調查更新之必要。此外,簡易自來水大多位處偏遠地區,其位置、處理程序、水源取水及供水水質較不易掌握,且簡易自來水系統設備較為簡單,其清水水質是否能符合規定,存有疑慮,因此,除更新舊有資料外,調查及解決簡易自來水系統現況之問題,亦為未來重要課題,爰此,透過本委辦計畫進行調查,可彙整及瞭解各地區簡易自來水基本資料及問題,據以尋求改善策略及研提簡易自來水場最佳操作處理程序,俾供簡易自來水事業參考,以提升簡易自來水品質。
英文摘要
This project includes some objectives as follow: collection and analysis of the basic information and the existing problems in the simple water treatment plants of internal area, the operation test in the pilot plant of best practice simple water treatment plants, Water Quality Information System for public water supply– the establishment of simple water treatment utilities modules, the maintenance and amendments of the water quality information system for public water supply– simple water treatment utilities modules, and analysis and establish the feasibility of construction standard of simple water treatment plants. Each of the objectives is described below:
1. Collection and analysis of the basic information and the existing problems in the simple water treatment plants in internal area.
87 simple water treatment plants were surveyed. For understand the using situation of simple water treatment plants in internal area, the information of 123 surveyed water treatment plants in 2009 and 2010 has been analysis and the statement as bellow:
(1) Water resource: Comes from ground water(56.1%), then mountain water is second resource.
(2) Process: 51.2% water treatment plants do not have dealing process and some of them (18.7%) have simple filter process. There are 86% plants do not have dealing process in the non process plants.
(3) Water supply population: the most population is occurred in the range among 501-1,000 people, and the percentage is about to 40.7%. Then the second population is occurred in the range among 101-300 people. It indicated that simple water treatment plants are located in small-scale area.
(4) Time: most of the simple water treatment plants are located in personal land and 56.5% plants are existed longer than 20 years.
(5) Charge: Most of the simple water treatment plants used to charge fees by routine or charge by the meter and there are only 5 plants don’t charge any fee.
(6) Water pool clean frequency rate: There are 55 simple water treatment plants routine clean pool. Most of them(14 plants) are clean pool once in the year and some of them(13 plants) are clean pool once in three months, and only 3 plants did not be cleaning.
(7) Water supply using percentage: The simple water treatment plants still focus on livelihood water use, and only in Chung Chang New City simple water treatment plants which located in Middle Taiwan supply pasturage water use.
(8) Simple water treatment plants problems survey: The serious problem are focus on water resource pollution and bad water and the main reason are man-made pollution, and the next reason is unstable water situation that because of bad water resource. Also, the old and damage equipments, management problems and shortage of maintenance fee and other factors show the lackness of management and rule in internal simple water treatment plants.
(9) Taste result: Unqualified rate of most simple water treatment plants still because fecal coli form bacteria group (64.2%) and total bacteria (71.5%) are highest. For the frequently resident activities around water treatment plants and the low procedure of water treatment, the bacteria can not be eliminated in general. Additionally, some factors such as old water treatment plants, lackness of specialist to maintain and rarely clean lead to outlet water is worse than inlet water.
2. The operation test in the pilot plant of best practice simple water treatment plants
This year, the project is working on Xinsheng village, Ren’ai township, simple water treatment plants. Besides testing in big-scale pilot plant, small-scale filter was added to this test to compare the process functionality and economic utility. According to the testing result, big-scale simple water treatment plants have the same effects with small filters. In good water condition, set up small filter is recommended for meeting cost utility. However, filtered water might be polluted around environment, drinking boiled water and adding chlorine in the water tank to keep water clean is recommended. There is a compare table as bellow:

Advantage Lots of filter units and it could be deal with raw water to reach the drink water standard. Small equipment and low operation cost, and less turbid and bacteria elimination.

3. Water quality information system for public water supply– simple water treatment utilities modules
To meet the Water Resources Agency and users’ need, the Water quality information system for public water supply– simple water treatment utilities modules has been established this year. The main function of system include establishing basic information of simple water treatment utilities and test station, test events and water standard maintain, water information upload and register, test information register remind, abnormal water information sieve, water trend analysis, paper print out, account, group, permission management, file upload management and discussion area, etc.
For the simple water treatment utilities consider the process schedule is urgent and most of the information can not be public, the information of every utilities still follow the state format to convert file by manpower and upload. Regarding to the automatic transfer, it is recommend to make the plan in next year.
4. Water quality information system for public water supply– the maintenance and amendments of simple water treatment utilities modules
To meet the user practice need, this project was not only communicate with Water Resources Agency and establish detail function checking and amendments, but also hold one system operation seminar for relevant people in every counties which having simple water treatment utilities at June 29th. Through the course of actual operation practice, the system user will not understand and know the whole operation environment well step by step, but understand users need directly. This year, this project has been amendment and expanded already and in compliance with relevant utilities to let the function of the system model can meet the actual operator need.
5. Analysis and establish the feasibility of standard construction of simple water treatment plants.
According to some collection documents such as Japanese relevant simple water tunnel management system, water standard and water management, equipment basic standard and maintenance management, operate and national treasury subsidies, etc., the meaning of simple water tunnel in Japan is different from domestic equipment in Taiwan. In Japan, the simple is formulated by the subsidy system and means small-scale simple water treatment utilities; the simple is not for equipment standard and water standard. Simple water tunnel of equipment and water quality standards must meet the waterway laws of Japan. For the lackness of significant rules for internal simple water establishment and management so far, relevant utilities and professors could make the rule for simple water facilities construction and compile the brochure for the operation maintenance technique of simple water facilities, or other rules to make the overall plan for establishment and management of internal simple water plants.
