本計畫首先進行巴陵壩上下游五公里長期模擬(十年)，了解河道沖淤變化，結果呈現出原先堆積在巴陵壩上之砂石大部分皆被水流帶至下游，並淤積在榮華壩上游河道處，而下游義興壩則因榮華壩擋住了大部分砂石，故無明顯之淤積情況，再結合穩定性分析指標判斷目前河道沖淤情形不會影響水工結構之安全。接著以物理層面評估出秀巒、玉峰、及爺亨廠址後，進行三廠週邊河道二維模擬，估算出附近河道淤積結果，藉以提供各廠區可利用砂石量；以法律層面評估，於石門水庫自來水水質水量保護區內建廠牽涉之法律及權責單位繁雜，文中提出相對應之法規與申請之行政流程；以經濟層面分析出預拌混凝土廠年需求量達62,256m3以上才能正常營運，而六年特別預算執行完成後，僅有常態性之維護與治理的混凝土年用量約少於49,762m3，故集水區裡建廠不具經濟規模。文中建議砂石場配合公共工程地型預拌場，此方案砂石場運作機動性高，隨時停工復工不影響營運，且由工業局定義砂石場在零排放情況下為〝低污染性〞工場，相對於興建砂石廠及永久性預拌廠方案來說，此方案對環境之破壞與衝擊較小，生產成本較低，而架設臨時型預拌場僅需工程主辦機關同意，流程不似永久性預拌場複雜。再者，如以生態為考量，則可搭配「砂石多元利用方案」，提供生態工法之砂石材料。
