本計畫旨在開發自動化操作監控系統並建構全方位淨水場資訊管理系統，以強化操作資訊的知識化管理，進而提升公共給水品質及自來水事業的國際競爭力。
作為三年計畫的第一年成果，本計畫已彙整國內外淨水場操作監控技術、規範與標準作業程序，並提出設施標準修訂原則。實驗室方面，已建立混凝加藥監控技術，完成29組不同濁度原水最適加藥量數據庫，證實混凝劑量隨濁度增加，且PDA與FICA系統適用於10-1000 NTU混凝監測。此外，已完成傳統處理程序模型廠設計，並初步建立全國377座淨水場操作資訊系統雛形架構。
