台灣河川因地理環境因素，多危坡陡流急之河相，而颱風、豪雨頻繁，常造成山坡地崩塌及沖蝕，土石大量衝移至河道中，造成何到通水面積減少，影響河川正常之排洪能力。疏浚河道可提升通洪能力，幫助洪水宣洩，降低洪水災損。然而過度之疏浚與缺乏適當之規劃，常會造成河床面下降，河道面呈現不穩定，進而危及堤防、護岸及跨河構造物等之安全。
