本研究旨在探討桃竹地區灌溉配水與停灌對灌溉用水的影響。鑑於該地區水資源短缺，常需透過停灌調度農業用水以供應民生及工業需求。
計畫目標為建立有效率的停灌策略與配水計畫。研究團隊蒐集基本資料、建立區域用水資料庫，並開發動態灌溉配水模式及停灌評估指標。這些指標考量了停灌區位的團塊程度、距水源距離、節水效率、公平原則及生態影響。
模擬結果顯示，在不同缺水情境下，可透過精準的停灌規劃節省大量灌溉用水，例如在40%缺水率下，石門水庫灌區一期作需停灌15,081公頃，可節餘9,777.69萬立方公尺水量。研究並提出輪流停灌方案供未來參考。
