本計畫係經濟部水利署第八河川局(以下簡稱八河局)為加強卑南溪規劃、管理工作，應用三維地理資訊系統以展現歷年規劃、管理成效。本計畫先進行既設93年建置之卑南溪空間資料庫補充及更新，包含太平溪、台東海岸及台東縣管河川等資料補充更新，納入卑南溪空間資訊系統，擴充成6套Windows版系統、3套PDA子系統、1套IE版卑南溪三維地理資訊系統，並配合易淹水地區水患治理計畫太平溪水系 規劃成果，將太平溪航拍影像、規劃前後之工程佈置、不同重現期洪水可能到達區域範圍等圖資以3D方式展現。
