本報告為「基隆河整體治理計畫」後續追蹤與成效評估的第一年度成果，旨在評估該計畫的防洪成效，並建立流域追蹤監測模式。評估範圍涵蓋員山子分洪、圓山瓶頸段改善、防洪區塊、橋樑改建、支流排水、抽水站及坡地保育等七項主要工程。
第一年度工作包括資料蒐集、現場勘查、AHP問卷分析及水文水理分析，並擬定流域雨量、洪水量、水位、斷面沖淤變化、工程品質、易淹水區域及輸砂量等七項追蹤監測項目。初步評估顯示，基隆河整體治理計畫已達成預期防洪目標，主河道可抵禦200年重現期洪水。特別是員山子分洪工程，在颱風事件中顯著降低了基隆河中上游水位，降幅達0.2至3.2公尺。其他各項工程也已達到設計成效。
