快速、客觀、有效的監測河川土地資源利用現況及變遷資訊，為河川區域監測管理工作上重要的課題之一。遙測技術具有長時間、大範圍觀測的特性，尤其是我國自主之「福爾摩沙衛星二號」成功發射之後，提供了台灣地區自主性高、影像解析度高、資料獲取週期短、價格較便宜等特性的福衛二號遙測影像，適為迅速掌握地表改變狀況以監測管理河川區域的理想資料來源。本計畫以濁水溪、高屏溪為監測範圍，配合不同的優先與緊急取像排程，獲取監測區域大量的福衛二號原始影像，再應用「福衛二號影像自動處理系統」，快速而自動地產製高品質的彩色融合正射影像，並針對各期影像進行精準的空間對位處理及相對輻射強度校正，以進行變異分析。再根據河川區域變異的種種特徵，制訂了「河川區域變異監測標準作業程序」。又為求河川區域變異通報之準確性與時效性，建置了一套以網路為平台的「河川區域變異通報作業系統」，以利於每週監測流域變異通報之工作以及現地成果之查核與彙整，於計畫執行期間共進行四次教育訓練，與河川巡查人員實際交流，針對其需要不斷修改，該系統已臻實用而有效率之境界，運作正常，發揮預期之效能。本計畫執行105天中，福衛二號對監測區域取像共計35天，扣除其中10天雲覆率過高之影像，共有25天的影像可供使用，完成了原訂監測頻率與範圍43.73%的影像拍攝工作。從這些有限的影像中共判釋出452筆「高度變異點」，以及808筆「一般變異點」資訊，並透過「河川區域變異通報作業系統」，快速提供第四及第七河川局巡查人員至現地進行查核並將結果回傳。本研究之結果顯示，善加利用福衛二號取像排程，確能達成監測區域每兩週至少進行一次變異分析，以及每月獲取至少一幅雲覆率低於20％衛星影像之需求。並可在收到原始影像後3.5天內即完成變異分析並將結果通報，未來將朝向應用平行化運算以提升處理速度，以及歸納整理變異區域查核結果以修正各種變異現象門檻值的兩大方向持續努力。
