經濟部水利署南區水資源局(以下簡稱本局)所轄管之曾文水庫、阿公店水庫、牡丹水庫及台灣自來水股份有限公司第六區管理處轄管之南化水庫係供應南部地區水源之水庫,鑑於氣候變遷影響,致使水庫汛期間防洪操作需嚴密搭配氣象水情推估及預警,方能有效達到水庫防汛減災及蓄水利用等效果。藉由本計畫進行入流基本資料蒐集與更新,分析庫區上游降雨時間與空間分佈特性及庫區水位歷線等關係產出成果,以利防汛應變之用。廠商須提供氣象及水情資訊簡報,依本局需求進行水情資料蒐集、預估及分析等,提供本局於緊急應變操作參考。近年因氣象預報技術亦有新的推展,可藉由蒐集與研判分析提升水情預估準確度。本局為確保緊急應變期間水情掌握及預警推估之準確性,爰擬辦理本計畫進行資料蒐集、分析與系統整合、氣象與水情資訊提供等工作。另本局防淤隧道已於106年11月完工啟用,除防洪功能外亦兼負排砂操作任務。為精確研判水庫異重流到達之條件與時機,使曾文防淤隧道利用達最大化,精進排砂操作模擬,以及防洪運轉對下游河道可能造成之衝擊,俾利本局未來排砂操作時之重要參考依據。

Reservoir operations during flood periods need to be closely matched with rainfall forecasting and warning information to ensure dam safety, flood mitigation, sediment sluicing, sluicing downstream deposition from previous dredging, and for securing future water supply. Upon completing the construction of the Zengwen Reservoir Sluicing Tunnel in 2017, it is necessary to simulate sediment sluicing and estimate turbidity current conditions and timing to optimize the efficiency of the tunnel.The tasks of this project encompass: (1) Collecting, maintaining, and expanding upon basic data, such as meteorological, geographical, and hydrological data, and essential facilities data for reservoirs and weir, including for the reservoirs Zengwen, Mudan, Agongdian, Nanhua, and the weir Gaoping-River, Jiaxian. Also, the collection of historical event data(including 2024 events), and analyze and review the sand discharge operation strategy of the Zengwen Reservoir Sluicing Tunnel Hydraulic Model Test. (2) According to the notification, assist the meteorological team in conducting site surveys for the installation of meteorological observation equipment in the reservoir catchment area. Collect the observation data and analyze its benefits for meteorological and hydrological forecasting in the reservoir catchment area. (3) Supplying weather forecasting information and analysis for the rainfall forecast, and actual rainfall of typhoons and torrential rain events in the past six years. Compare rainfall data from the Linyuan radar and rain gauges, and analyze the estimated performance of the Linyuan radar during Typhoon GAEMI. (4) Servicing the website and providing operational assistance and advising on hydrological information were held during the specified time. Work related to information security was also executed. (5) Simulation of Zengwen Reservoir sediment sluicing operation was done in 3 steps: First, improvements have been suggested based on historical disaster databases. Also, included in the relevant project results of the Southern Region Water Resource Branch. Second, according to the forecasting inflow, sediment concentrations and the results produced by hydraulic model, simulations for sediment sluicing operation will be launched and advice on operations will be proposed. Finally, providing relevant information and advisory services for Emergency Response Center of Southern Region Water Resource Branch on duty. (6) Decision support on the Zengwen Reservoir flood control operations: Provide decision support for flood control operations through an interface based on the results mentioned above, which include observational data, analysis and modeling of typhoon trajectories, and operational modeling for sediment sluicing at the Zengwen Reservoir. And revising the recommended flood discharge volume in the future based on the water level calculation results of the Sixth River Management Branch downstream. (7) Providing the flood prevention publicity posters and training classes. (8) Maintaining and updating the websites and Line promotion system. (9) In response to the Southern Region Water Resources Office's information policy, the website must no longer be publicly accessible by 2025. This project must coordinate to propose system access adjustments and integration with the designated webpage and path of the Southern Region Water Resources Office. All related plans must comply with the information security regulations of the Water Resources Agency and the Southern Region Water Resources Office.
