水庫集水區之違規開發，將加劇水庫淤積情形，在土地利用管理首重防範於未然。依據「水質水量保護執行巡查作業注意事項」，為強化水質水量保護區之保護，應辦理保護區之年度巡查作業。 由於曾文水庫集水區幅員廣大，透過衛星影像變異點辨識與查勘，以及現地定期道路巡查，在發現疑似違規開發行為時，可即時通報權責機關查處，預防違規開發行為擴大，並確保執行相關水土保持與復原工作。另本年度亦納入牡丹水庫衛星影像變異點辨識，加強本局集水區巡查效益。

1. Objective Zengwen Reservoir watershed is a wide, hilly, rainy and geologically fragile area, with intensive rainfall during wet seasons. The fast-growing economy also increases the rate of developments within Zengwen Reservoir watershed. After Typhoons, the heavy rain triggered landslides and debris flow thus brought the rocks and muds into the reservoir. Those massive mud and sand deposition shall decrease the function and ultimate life of reservoir. Therefore, integral applications of satellite images and periodical ground patrol are used to finding out the illegal land use and the landslides caused by nature disasters. 2. Satellite image processing and analysis Satellite image SPOT6/7 satellite images are used in this project. There are 7 Znegwen Reservoir wastershed satellite images (cloud ratio less than 20%) obtained during of this execution. And there are 4 Mudan Reservoir satellite watershed imgaes (cloud ratio less than 20%) 3. The periodical road patrol in Zengwen reservoir watershed (1)Vegetation change detection of satellite image The purpose of satellite image vegetation change detection can reduce the works of ground patrol. The field investigations can be focused on the vegetation change area and avoid the unnecessary investigations.A total number of 150 vegetation change area are investigated in this project. There were 8 suspected illegal events reported to the administrations, and 2 confirmed illegal. There were a total of 39 mutation points in the water collection area of Mudan Reservoir. All of the differences in the interpretation of historical images by Google satellite images in the past years were either fallow or seasonal crops, which undoubtedly violated the regulatory variation points. (2)Monthly road patrol The monthly road patrol contains the roads that higher than the class of country road. There are 18 paths in monthly road patrol. The executive team plans to increase the monthly inspection density on the roads near the reservoir area (eg Jia 143, Tai 3, Jia 146, Jia 147, Jia 149) so as to maintain the surroundings of the reservoir area. 4. Data compilation and review over the years All the confirmed illegal vegetation change had been closed down. The construction scope of The No. 1445-690 Lot No. of Dapu Section reported in October 2016 exceeded the scope of application for simple soil and water conservation and continued to be tracked on a monthly basis.
