為因應台中地區公共用水需求急遽成長、提昇大安溪及大甲溪水源之調度彈性，同時並建構一套安全可靠供水系統，本局依據行政院100年9月15日院臺經字第1000049133號函核定辦理「大安大甲溪水源聯合運用輸水工程計畫」，惟臺北高等行政法院102年7月31日判決撤銷本工程計畫原審查通過之環境影響評估。 基於上述情勢變更，將使原訂水資源開發進度延遲，進而影響台中地區水源供需。為謀求計畫推動期間供水穩定，業完成「大安大甲溪水源聯合運用輸水工程計畫因應二階環評及穩定供水替代方案對策研擬」，後續為本計畫環評作業及計畫修正所需，預計辦理替代方案可行性規劃。

Due to growing water demands and relatively low water mobility in Taichung City, the Central Region Water Resources Office (CRWRO), part of Ministry of Economic Affairs(MEA), have been proactively seeking solutions to improve the annual water supply(AWS) in the region. The original plan was to raise the daily water supply by 0.28 million m3 per day to meet water needs in the city by 2021. However, after the Environmental Impact Assessment (EIA) and the plans for a downstream water treatment facility were annulled by the High Court, and subsequently the Taiwanese Environmental Protection Administration. For these reasons, this feasibility study was proposed to provide a more extensive study of the effect of water usage by combining the resources from both Da-An and Da-Jia Rivers.
