奉行政院 109 年 5 月 6 日院臺經字第 1090012044 號函核定之「中央管流域整體改善與調適計畫(110~115 年) 」,辦理 26 條中央管河川及跨直轄市、縣(市)水系之「流域整體改善與調適規劃」。 歷年我國針對重大災害或地區發展提出諸多專案性計畫,已大幅改善水道水患風險與易淹水地區洪氾課題。惟目前執行中之「重要河川環境營造計畫(104~109 年)」、「海岸環境營造計畫(104~109 年)」及「區域排水整治及環境營造計畫(104~109 年)」等 3 計畫(以下簡稱前期計畫),即將於 109 年底屆滿。本規劃將透過氣候變遷壓力測試釐清流域高、中、低水道與土地洪氾風險區位,並審視相關既有工程與非工程措施如何持續改善水道防洪設施功能與提升國土承洪調適能力。規劃以流域為整體考量,整合治理方向與管理調適策略,以因應未來環境情勢變化。 本規劃跳脫以往以水道治理為主,將打造國土韌性承洪觀念,透過土地利用治理與管理,承襲 NBS(Nature-Based Solution)理念,將生態系服務功能納入整體考量,營造水、自然與人相互之平衡關係。導入民眾參與,將流域上、中、下游扣合國土與海岸空間規劃,並以跨域合作連結水道治理、海岸管理、逕流分擔出流管制、在地滯洪、結合水文化、建構水岸縫合、國土綠網合作、藍綠帶網絡保育…等措施。目標由下而上改善國土與社會面對風險之能力與因應氣候變遷風險之調適作為,並符合社會大眾對水的想像、對水的期望以及與水的關係。為推動本計畫,爰以水系流域面向考量盤點選定「北港溪水系流域」辦理。

Origin Over the years, the water conservancy units have proposed many plans and projects for river management and water environment maintenance in the Beigang River system, which have greatly improved the risk of waterway disasters and flooding in flood-prone areas, such as river management planning and management plans. Considering the recent frequent disasters caused by extreme weather, to respond to the trend of climate change, and to examine and understand the potential hazards in waterways and watersheds, the concept of risk management and land sharing of runoff was used to promote the "Risk Assessment of Beigang River Basin Water System" and "Beigang River Watershed Department of runoff sharing assessment planning" and other cases. It can be seen from this that traditional waterway management projects have their limits in response to climate change. Innovative thinking should be adopted to break away from the previous concept of waterway management as the focus. Through land use and management, the concept of land resilience and flood bearing should be created, and ecosystem service functions should be included. Consider and create a balanced relationship between water, nature, and people. Link river basins with national land and coastal management, use waterway governance to link coastal management, runoff sharing, outflow control, and local flood detention, combine water history and culture, shape a water-friendly environment, and construct water-shore sutures; and land green network Cooperation, including measures such as the construction of ecological corridors and the conservation of species. And introduce public participation to understand the public's imagination of water, expectations of water and the relationship with water from bottom to top, to improve the ability to face risks and adapt to climate change. To promote this project, the Fifth River Bureau selected the "Beigang River Basin" for this project based on the consideration of the river basin.
