With the advent of the era of knowledge economy, knowledge becomes the key resource for organization to enhance the competitiveness, knowledge management and thus become an important business in the 21st century’s trend. Internet rapidly progress, coupled with information technology and digital information technology, lead digital library with the birth of digital archives; preservation of digital archives will have the value of the entity or entities information technology through digital technologies, build storage and management via Internet, searching and retrieval, rights management, sharing and showing, knowledge access and other service mechanism. The year 2015 upon "Library and Information System" extended maintenance and operation project’s propose will be the site functional expansion and maintenance and operation of the spindle, the proposed technology using the latest digital technology expanded value-added service capabilities, improve overall operational efficiency, provide better information services implement the results of the Water Resources Agency publications - electronic files shared philosophy. The purposes of this plan are as follows: 1. The Department and its subordinate agencies establish a shared version of "Library and Information System" which is shared, common platform for the purpose of reducing duplication of deployment and maintenance of the human power – to improve complementarity, unified resource, respective management and Information flow. 2. To keep the system operation running, the system utilizes the new technology to upgrade the new system interfaces and expand the function of value-add service. To improve service quality, the system offers more friendly information supply and service platform for user’s requirement. 3. To gather relevant government projects and achievements of the Water Resources Agency’s 'National Geographic Information System’, and with the latest digital technology to provide a digital reading service, the implementation of the results of the e-book circulation water conservancy information, sharing and application. The purposes of this plan results are as follows: 1. Library and Information System provides a friendly, cordial and supply of information and service platform, and integration of information inside books, each branch of the department can be subdivided own classification, and can query and access all kinds of information. 2. The current establishment of Library and Information System electronic holdings to results report mainly to provide build the online e-book reading and file download capabilities, e-books to serve shared circulation. 3. The combination of geographic information storage center, library query results presented in conjunction with the map, provide the Department colleagues were graphic inspection. 4. Library and Information System provides personal services, Records Personal related files to download, online browsing and personal inquiries and other information, easy access to relevant information.
