1.Project Origin and Effect
In consideration of recent climate change, extreme rainfall incidents and the potential risk caused by change of river flow, visual inspection is adopted to conduct embankment surface inspection for understanding the current status of drainage along the embankments for Fongshan River (including Xiaoli River) . The project will subsequently adopt non-destructive testing such as ground-penetrating radar to probe and tap echo testing to inspect the internal condition of the embankments. The inspection will be used as reference for embankment administration and maintenance in order to search for effective maintenance and reinforcement solutions, thereby applying safety evaluation analysis and drafting improvement solutions.
The content of project mainly consists of visual inspection for embankments, with the total length of 57 embankments of 58,400 meters. The non-destructive testing length includes ground-penetrating radar of 17,070 meters and 138 locations of tapping echo. The anti-compression strength of cements is tested in 37 locations. All test results are summarized to conduct embankment status safety evaluation and drafted for improvement measures according to the evaluation results.
The main project effects are divided into: (1) Site survey for evaluating and classifying the level of damage with the external structure of the embankment, listing the dangerous embankment sections of river course and proposing solutions for priority of improvement. (2) Understand the internal structure status of the embankment and the overall damage condition, proposing the analysis of embankment safety evaluation and drafting restoration measures. (3) Propose most suitable solutions for maintenance administration and suggestions for improving existing flood control structures.
2.Basic Data of Project Region
According to the hydraulic analysis results of 2014 “Fongshan Rivers (including tributary – Xiaoli River) Regulation Planning and Review,” the existing flood-control structures within the mainstream of Fongshan River can meet the protection standard of flood-control level for 50-year recurrence interval.
3.Results of Embankment Visual Inspection
The project conducted routine visual inspection between February 14 to 16, 2019. The previous 19 locations of damage mostly belong to cracks and holes. The Second River Management Office restored four damage locations with priority, including Tianxin No. 1 Embankment, Fanliao Embankment, Xiaomiaopu No. 1 Embankment, and Zhikeng North Coast Embankment (1 location for project improvement, 2 locations for attention for improvement, and 1 location for immediate improvement). Hence the quantity of damages has been reduced to 15 locations and are all classified as the level of project improvement.
The revetment of embankment in the river section of the project scope may be complete but there are still 34 sections of embankment with approaching flow path within the scope, which should be included in the sections for key patrols during the flooding season. These embankments should also be inspected for loss of revetment facilities or overflow land after each typhoon, flood and torrential rain incidents, in order to apply reinforcement engineering properly.
4.Non-Destructive Test Results and Cement Anti-Compression Test Results
The project measures the length of 17,070 meters via the ground-penetrating radar. The project scope is measured with signals for 441.5 meters of small holes, 39 meter of medium holes and 27.5 meters of severe holds. The hole signals account for only 2.98% of the overall measurement line while signals for severe holes appear in Baiziku Embankment, Sizuowu No. 1 Embankment, Xiaomaopu Embankment, and the drainage. A total of 138 inspection locations have been executed for the pat echo testing with only 13 locations belonging to through cracks and the depth of cracks have already reached inside the embankment.
A total of 37 locations have been executed for cement intensity testing while the results of coring test anti-compression falling between 251kgf/cm2~589kgf/cm2, without overall intensity attenuation when compared with the original design.
5.Embankment Status Evaluation Results
The information on embankment visual inspection, ground-penetrating inspection, cement strength inspection and project processing from previous years with reference to the “Technical Directions for Hydraulic Structures Inspection and Safety Evaluation” and “Directions for Hydraulic Structure Inspection and Safety Evaluation” by Water Resource Agency, “Directions for Bank and Coastal Security Facility Maintenance Administration” by Port and Harbor Research Institute, Japan, and “Life Cycle Evaluation System for Hydraulic Engineering Structures” by US Army Corps of Engineers, as well as other relevant regulations are compiled to establish a set of embankment status evaluation system. The system evaluates sections of embankments in length of 300 meters, in which 24 out of the 201 evaluation section belong to the project improvement sections, which do not need to be included in the embankments for attention and immediate improvement.
Additionally according to the form of damage, proposal for location amendment and restoration of damage points at the embankment section of the project and the budget for restoration: The total quantity that requires restoration, including 15 damages by visual inspection, ground penetrating radar with signal of at least four medium holes and 13 through cracks, is roughly estimated for NTD 4,238,455 in restoration budget.
