台灣全島雨量豐沛，年平均降雨量高達2,500公釐，為世界平均值的2.5倍。然而降雨集中於5月至10月之間，佔全年雨量的四分之三，且大部分為颱風帶來的豪雨。由於降雨於時間上分佈不均，因此極易發生水災，經常對台灣各地區造成嚴重災情。 鑑於工程措施確有其侷限性，期能透過全面推動水患自主防災社區建立與運轉，達到全民防災觀念之建立與落實，以減輕水患對人民生活之衝擊。

Although the average annual precipitation reaches 2,500 mm, which is two and a half times of the global average, three quarters of the rainfall is brought by the typhoons between May and October. The highly non-uniform nature of time and place of precipitation often results in flood of various scales. Recently, due to the intensity of precipitation increases significantly, which is suspected to be the consequences of the global climate change, structural flood mitigation methods might not be sufficient to protect citizens’ wellbeing under the ever changing meteorological and hydrological conditions. The Water Resources Agency (WRA) initiated and promoted the Non-Structural Flood Mitigation Measure Project (NSFMMP) in response to the limitation of structural methods under the highly uncertain flood risk. It is expected that the Self-Dependent Flood Resistant Communities (SDFRC) can integrate the resources within and outside of the communities, while raising the disaster awareness and the coherence of the local residents, to establish a disaster resistant community network. Such communities can become self-reliant facing the threat and impact of the floods and, as a result, the loss of lives and disturbance on livelihoods during the disasters can be minimized. The Central Regional Non-Structural Flood Mitigation Measure Service Corp has been formed to assist WRA to manage the NSFMP of six cities and counties, including Taichung City, Nantou County, Changhua County, Chiayi City, Chiayi County, in the Central region of Taiwan. The project progress of a total of 37 SDFRC of the Central region is monitored by the Service Corp through inquires by phone and on-sight visits to ensure the quantity and quality of the work items and, in turn, enhance the capacity of the communities to cope with floods and reduce loss. The Service Corp has established a set of Oversight and Evaluation Standard Guide for SDFRC, and held three symposiums on oversight and evaluation, three workshops on project execution, one partner organization education and training workshop, three training short courses for community leaders, one major kick-off event, and one demonstration field exercise. Other deliverable products of the project include four issues of SDFRC Monthly journal (6,000 copies per issue). Through the promotion of SDFRC and disaster education, more community residents have been persuaded and driven to join the flood resistant work force as volunteers. The disaster awareness of the communities raised by the process is extremely helpful for the governments to promote more non-structural flood mitigation measures. In addition, the cooperative disaster prevention network established among WRA, the city and county governments, partner organizations, and communities is the most valuable and powerful defense against the floods.
