為能整體與有效率的推動「產業用水輔導節水計畫」，相關工作已規劃將全國分區來推動，並成立總管理團隊來統籌制定輔導內容、輔導對象選定原則、成果展現方式、並辦理執行溝通分享營、控管各區輔導執行進度、審定成效機制、訪視查核原則等事項，除讓各區執行單位據以執行外，並讓輔導節水之機制與成果能有一致性，使得所有輔導節水工作有完整性之呈現；另並透過節水推動成果發表會(含績優觀摩)來推廣分享交流，以擴大效益。 總管理團隊除辦理上述工作外，亦將針對北部地區(宜蘭縣、基隆市、臺北市、新北市、花蓮縣、連江縣及澎湖縣等縣市)進行該區域內輔導節水工作，另並透過節水推動成果發表會(含績優觀摩)來推廣分享交流，以擴大效益。

The completion of water saving facilities in 11 major water users (out of 20 major water users) consulted last year is confirmed and 999.7 CMD water is saved. The proofs of water saving in 11 water users are obtained by Northern Region Water Saving Consulting Team (NRWSCT). The invitations of applying Water Saving Award 2019 have sent to these 11major water users. NRWSCT finished consulting 51 major water users and proposed 125 water saving plans this year. The 2,061 CMD water saving plans are proposed to achieve 11.3% reduction of total water usage in 51 major water users. The 1,291 CMD water saving is expected to be completed and 7.05% reduction of total water usage can be achieved by the end of 2020. The benefit of 125 water saving plans is around NT$ 18.44 million/year while additional benefits can also be counted. The additional benefits include: saving the costs of constructing water supply facilities, promoting the water reuse industries, saving the costs of water trucks during drought season and reducing the production losses during drought season. NRWSCT provides 2 pilot tests of water reuse to 2 major water users. The MBR (Membrane Bio-Reactor System) is deployed and tested to reuse the effluent of a printing factory. The electromagnetic anti-scaling system is deployed and tested to reduce scaling of cooling tower and reuse the blow down in an office building. Two pilot plants are both tested for 6 weeks and get good results. Both companies promise to accomplish following construction next year. The demonstration conference is followed after finishing consulting 51 major water users. All 50 major water users are invited to I-Lan Incineration Plant to observe the system of 100% water reuse and zero discharge. The Taiwanese law enforces that only the products with Water Efficient Labor (WEL) can be sold on the market. 50 stores selling washing machines and toilets are investigated by NRWSCT. The products in wholesaler stores are all qualified with WEL while some products are without WEL in retail stores. The duty of the Management Team of Water Saving Consulting (MTWSC) is to supervise, monitor and manage the progress of water saving consulting services provided by Northern, Central and Southern Region Water Saving Consulting Teams (WSCT). The MTWSC has established and the Information System of Water Usage Consulting for Efficiency Improvement (WUCEI) has been set up to assist the Water Saving Consulting Teams and WRA to fill in and visualize the results of this project. The MTWSC provides channels of communication other than setting up synchronized standards for each consulting team to follow. The workshop of communication have been hosted by MTWSC in August 6, 2019 to discuss important issues on water saving consulting, including the format of reports, the demonstration of consulting outcomes and benefits disclosure. The WSCTs have completed consultations of 51, 63 and 63 major users (109 industrial and 68 non-industrial water users) in 2019. The rate of water saving after consulting processes for each region’s WSCT is expected to reach 11.1%. The 7,906 CMD of water saving is expected after 335 water saving plans are proposed by WSCTs while 4,654 CMD (6.47% of water saving rate) of high potential plans is supposed to finish by the end of 2020. The benefit of 335 water saving plans is around NT$ 28.08 million/year while additional benefits can also be counted. The additional benefits include: saving the costs of constructing water supply facilities, promoting the water reuse industries, saving the costs of water trucks during drought season and reducing the production losses during drought season. The investigations on the completions of 2018 WSCT’s water saving plans are conducted. More than 5% of the water is confirmed to be saved after the investigation. The proofs of water saving of the water users are obtained by WSCTs. The invitations of applying Water Saving Award 2019 have sent to all these major water users with achievements. The reasons of no-action on the water saving plans have conducted. Main reasons of no-action are “too costly”, “bankruptcy”, “water tariff too low”, “no risk of water shortage”, “too hard to O&M” etc.
