曾文水庫自民國62年啟用迄今，已營運逾44年，多年來肩負南台灣灌溉、防洪、發電、給水等多項功能，然民國98年歷經莫拉克風災所帶來的劇變，立法院於民國99年通過「曾文南化烏山頭水庫治理及穩定南部地區供水特別條例」，實施計畫已近完成。期許未來曾文水庫經營管理因應氣候變遷更能有因應韌性，以整合性的臺南地區水管理為目標，並成為在南部地區可持續的供水水源。 回顧過往，曾文溪沖積平原的發展，展現了先民適應環境的智慧；時至今日，曾文水庫的經營管理與曾文溪治理緊密連結，在現有環境監測、調查研究基礎下，公開相關資訊，並確保社會公平、生態保育，需要在尊重在地民意的方式來推動相關經營管理措施。 由於公民參與為長期需推動之工作，藉由「108年度曾文溪流域公民參與及水資源教育深耕校園計畫」（以下簡稱本計畫），除持續將水環境教育課程深入大專校園外，在共同學習課程納入水資源文化資產思維，且進行曾文水庫歷史資料回溯，將此思維導入公民參與活動，舉辦守護曾文水庫行動計畫，以活絡在地居民水資源保護意識。

The project organized environmental education to deepen the campus curriculum and received enthusiastic response from students. The number of participants in the Southern Water Resources Issues was 1,290 people*hrs, the total number of participants in the formal professional courses of the college campus was 1. The theme of the teaching plan was to integrate the water culture assets of the Zengwen Reservoir with the theme of the water heritage of the Zengwen Reservoir. The story of Happiness Village can provide reference for the future promotion of environmental education in Zengwen Reservoir. Through the retrospective compilation of the historical data of Zengwen Reservoir, the theme of the water heritage of Zengwen Reservoir was planned, and the theme of the growth of the school circle was planned to let the local citizens who care about the management of Zengwen Reservoir understand the water heritage of Zengwen Reservoir. The total number of participants is people*hrs. Conduct in-depth interviews to gain an in-depth understanding of the water heritage of the Zengwen Reservoir. The interviews lasted for 10 hours and the participants were 23 people*hrs. Continue the interview results and handle the two water resources cultural assets discussion, so that the participants can further explore the issues of Chiayi Farm and local development, and the future water heritage journey of Zengwen River. When the total number of participants is 35 people*hrs. “Thinking of Zengwen River” The micro-movie selection campaign stimulates the cultural creativity of college students and develops professional knowledge, cross-domain links, teamwork and value-added applications. The first work, "Zeng Xin", was filmed in the first-person perspective. The film can be seen in the scenery of Zeng Wen, with poetic words, touching mouths, and telling the life of Zengwen River. Assisting the South Water Bureau and the local organizations to organize the community to participate in the camp activities. The Shizili Community Development Association hosted a two-day camp activity to awaken the public through exchanges and interactions with local residents.
