和平溪位於台灣東北部之宜蘭縣與花蓮縣交界處，為台灣東北部中央管河川之一，和平溪自24號斷面林班地界至出海口長度約8.04公里，流域面積約為570平方公里。近年河川管理觀念已逐漸轉變為要求提升河川之環境品質、資源利用及環境生態之永續發展，且依據民國99年12月24日修訂之河川管理辦法第二十七條：「管理機關得依河川治理計畫，並參酌所轄河川水土資源、生態環境、自然景觀、河川沿岸土地發展及其相關情事，訂定河川環境管理計畫報經其主管機關核定之」，因此河川環境管理計畫將成為河川管理主要長程計畫之一。鑒此，辦理「和平溪河川環境管理規劃」，期能將和平溪流域朝維護水流正常功能，確保水資源永續發展，維護生態環境及促進河川區域土地合理使用等目標邁進。

In recent years, river management strategies have gradually required to improve environmental quality, resource utility, and ecologically sustainable development. The 1st River Management Office of Water Resources Agency has been involving concepts of riparian management into mid- and long-term governance implementations. For this reason, this projct was proposed to review the existing riparian land uses for better constructing future vision of Heping River’s environment under the relevant laws and regulations. The River Management Plan is developed with policies of local government, professional analyses and opinions of public. This report includes the outcomes of following tasks. The first task is to collect all related data for the river and its surroundings including geographical, hydrological, ecological background data. Especially, disaster investigation, land uses, engineering survey were collected. Based on the above-mentioned data showing current management concerns, five management issues in terms of environment protections, water resources utility, land uses, flood and sedimentation hazards were proposed. As for the policy of utilization behaviors and relevant management issues, three major conceptual river sections and eight usage zones were assigned to the study area in need of above-mentioned requirements and strategies. Afterward, we proposed and evaluated the executive programs for the river environment improvement, including the aquatic environment, terrestrial environment, ecological corridor, water resources utility and river management. These plans take the goals of the management, cost efficiency, public support and feasibility into consideration. Through these plans will enable the Heping River toward the normal function of maintaining water flow, ensuring sustainable development of water resources, maintaining the ecological environment, and promoting the rational use of land in river areas.
