本署各河川局監管中心已陸續於97年度至100年度間陸續設置完成，然因各河川局得標廠商不同，因此遠端監管系統架構、功能與所使用軟硬體皆有所差異，每年度各河川局須各自辦理系統維護計畫，於人力及經費等考量上較不經濟。本計畫以開發符合本署相關規範之監管中心系統軟體為目標，以整合本署各河川局及台北水源特定區管理局監管中心系統，並配合本署「遠端監控管理整合平台」提供系統開發整合與展示，除可減少本署與河川局間之軟硬體介面整合問題，未來將統一由本署辦理軟體維護及更新，減少河川局人力及經費負擔，提升各河川局遠端監管中心功能，並達科技化、數位化河川管理目標。

Owing to a vast territory of the river , limited resources of each river management office,the lack of security personnel in rivers and the strenuous work of river management, the Water Resources Agency (WRA) had established the central remote monitoring system and the monitoring task force in 2008. For the purpose of preventing illegal quarrying and improve the quality of management,the WRA had also set up the digital remote monitoring center in each river management office,monitored vital river sensitive areas through digital technology systems which were being installed in each river monitoring station ,and managed areas such as river dredging sites,illegal quarry sites,dike intersections,and flood defence barrier roads via digital technologies systems in river management office to monitor the entrance and exit of these monitoring station.Furthermore, the 24 hour video surveillance in the digital remote monitoring center had also been set up in each river management office,which can efficiently utilize less human resourses and monitor multiple areas at the same time through monitoring equipment to avoid illegal quarrying as well as other illicit activities in river areas. Although the remote monitoring center had been set up from 2008 to 2011 in each river management office,the architecture of the remote monitoring system,function and the hardware and software of each river management office are different owing to the company which won the bid.This situation leads each river management office to deal with system maintenance and project promotion by himself. Furthermore,it is also not economical for the human resources and expenses. This project is aimed to develop the system of the monitoring center which can fit in with the standards of theWRA.It also cooperates with the River Monitoring And Management Integration Platform of the WRA and integrates the systems of four monitoring centers,including the First River Management Office,the Fourth River Management Office,the Sixth Management Office,and the Taipei Wather Management Office.This method can not only reduce the integation problems of the hardware and software between the WRA and the river management office but also reduce the burden of human resources and expenses of each river management office.In addition,the WRA will be responsible for the hardware and software maintenance and updates in the near future.It will also improve the function of the monitoring system in each river management office and reach the goal of efficient river management.
