台灣南部地區農業用水佔總用水量達七成以上，農業用水係由農田水利會管理之灌溉水路供應調配至灌區。在水情不佳情況下，農田水利會執行加強灌溉管理工作，運用豐富經驗之員工及年紀稍長之掌水工人力，有效運用有限水資源得以順利完成農業灌溉供水任務。為利氣候變遷挑戰下灌溉用水之有效利用，並學習運用最新智慧灌溉科技之工具，提升灌溉管理人力之素質及經驗之傳承，以充份運用有限灌溉水資源執行精密灌溉供配水，所節餘水量可儲蓄於水庫利調配運用，爰編製本計畫。

The effective use of water resources under the challenge of climate change is important issues in southern Taiwan. Irrigation association carry out strengthen irrigation management, apply intelligent irrigation technology, improve irrigation management technology to effective use limited water resources and the saving water can be storage in the reservoir for allocation and utilization. The project combines the irrigation management and refined irrigation water conservation technology, compile strengthen irrigation management manual, handle training lecture for irrigation management engineers and palm workers of the irrigation association to upgrade irrigation management experience and technology. The project also evaluates the irrigation management and intelligent irrigation to achieve purpose of sustainable water resource and promote social economy development in southern Taiwan. The irrigation distribution system of the ChaiNan Irrigation Association was originally calculated and designed by Mr. Tsai Cui Yuan, and Professor Kan Chun E. of National Taiwan University upgrade the water distribution technology to computer modularization to develop the unique rotation irrigation water distribution technology in ChaiNan Irrigation Association. The project invites experts, scholars and practical technical personnel to compile the " Operation Manual of Strengthen Irrigation Management for Tsengwen-Wushantou Reservoir Irrigated Area", which covers the topics of irrigation plan, irrigation execution, palm water workers to carry out irrigation water distribution, strengthen irrigation management in response to water shortage, and refined irrigation water conservation management technology. The program handles 10 lectures in management offices of ChaiNan Irrigation Association with a total attendance of 506 participants from April 23 to May 31, 2019. Two workshops were held in the Wushantou Reservoir Scenic Area office with a total attendance of 96 participants from September 10~11, 2019. A symposium on strengthening irrigation management was held at the Irrigation Technology Promotion Center of ChaiNan Irrigation Association with a total attendance of 91 participants on October4, 2019. Accordingly, the program handles a total of 10 lectures, 2 workshops and 1 symposium, with a total participation of 693 people. The project compares the difference between equipment, technology, manpower, and organization regarding the traditional irrigation system and application of refined irrigation water management technology irrigation system to irrigation association. This study suggests three stages to promote the refined irrigation technology as following: (1) Stage 1: Provide information and decision-making advice to establish personnel confidence and dependence on the system; (2) Stage 2: Local personnel according experience to remote control intelligent irrigation system; (3) Stage 3: Intelligent irrigation system according the sensing information to automatic adjust the amount of the irrigation water supply and current personnel inspect situation and adjust water distribution if necessary.
