台灣地區降雨量因時空分布不均、優良壩址越來越少且開發不易，當前水資源開發政策之管理工作相對更形重要，目前除加強節約用水外，各開發案用水計畫書之審查與後續之追蹤，亦是掌握未來用水需求之重要措施。為掌握已核定各開發案用水計畫書之實際執行現況，提供用水計畫書審查業務之參考依據。水利署自民國91年起依據經濟部頒「用水計畫書審查作業要點」規定(已於106年9月15日廢止)及「用水計畫審核管理辦法」，逐年辦理查核作業，以網路申報、檢討會議及現地訪查等方式以瞭解已核定用水計畫書之實際現況用水、節約用水措施及回收率之執行情形，以適時調整計畫用水量，以有效掌握區域水源開發與調控，促進國家整體水資源之有效利用。 用水計畫查核機制於105年5月25日水利法修正公告施行第54條之3後已有法律位階授權，未來除已核定用水計畫查核外，依據前條第6項規定既有開發行為實際用水量達一定規模且未提出用水計畫者，將另其補提用水計畫；故本委辦計畫目標達成協助蒐集既有園區開發單位或大用水戶年度用水量資料，及補提用水計畫之相關撰寫諮詢及輔導，俾利後續既有開發單位補提用水計畫作業順遂。

According to the Directions for Application Review on Proposal has been issued by Ministry of Economic Affairs since 2003 (It has been abolished on Sep 15, 2017), Water Resources Agency executes water usage review year by year by the way of internet registrations, review meetings and field visits. In order to understand actual water usage situations, water conservation measures and recovery rates of approved water usage plan, water usage review can appropriately adjust water consumption and efficiently control the development and regulation of regional water sources to make national water sources use efficiently. On May 25, 2016, a new act, which was added to Water Resource Act, clearly estabilished or altered development activities from the permit phase should submit the law origins and those regulations about extension, change, abolishment, replenishment, registration and penalty for water usage plan.On June 8, 2017, Regulations for Review of Water Usage Plan clarify related inspection, extension, reduction and abolishment for water usage plan.Meanwhile, on September 15, 2017, the content and format of water usage plan document and water usage plan analysis report were announced. The summary of key points for executing working items in this year as below. 1、The review for approved water usage plan (until the end of 2018) The promotions and education trainings for water usage paln website: 120 cases which have used about 300CMD in accordance with Regulations for Review of Water Usage Plan were selected to report water usage with new water usage plan system；According to the registration results, 42 cases were selected by some items like WUR, water conservation commitment and development progress to do review meeting; other 3 cases were visited in person. The total reduced WUR is 16,760 CMD. 2、Annual administrative support for water usage plan (1) Suggestions for water usage plan are provided：Suggetsions for 3 new applied water usage plans. The major suggestions include the rationality of water use, water balance and water source consistency, recovery rate calculation results, industry water use comparison, regional water supply, water metering equipment, etc., to enhance its integrity. (2) Consultations for replenish water usage plan are provided：Writing forms, writing teachings and administrative interpretations are provided for information work of 47 plans
