全臺依據自來水法共劃設114處水質水量保護區，面積約佔國土的四分之一，區內禁止或限制各項貽害水質水量之行為，保護區劃設雖可積極保育水資源，實際上卻限制了區內的土地利用及居民生活。 水利署為尋求兼顧水源保育與區內居民生計的雙贏措施，自民國100年起於水質水量保護區辦理水源保育社區相關計畫，以「在地行動，守護水源」為目標，藉由走入社區、培力社區、居民參與、深化保育觀念、鼓勵環境友善農業等，從在地需求，推動適域性的保育措施，由在地民眾共同參與保育行動。 105年度於烏溪、濁水溪兩大流域辦理水源保育社區推動計畫，藉由盤點烏溪、濁水溪流域水源保育議題，106年度辦理南投縣東光社區「在地行動，守護水源」第1年行動計畫，並為強化「涓滴珍惜、水源永續」之管理，亦包含中部地區湧泉保育議題調查。 本(107)年度為東光社區「在地行動，守護水源」第2年行動計畫，期望社區透過水源(含湧泉)保育課程的學習、共同巡守、及本計畫協助保護湧泉資源、推廣環境友善產業、地方特色經濟及環境綠美化，逐步打造人文與保育兼具的水源保育社區。

Abstract The project originated from the policy of Water Resources Agency to make sure the livelihood and environment could develop at the same time. Results this year are included to strengthen the organization and system of the volunteer patrol, to plan and hold on particular activities, to draw up the programs of agricultural waste and kitchen waste reusing, to popularize environmental enzyme, and to plan the items of spring conservation community in advance. The Mu-Kee-Lan patrol recruited and trained 15 new volunteers this year, and the whole team achieves 52 members. The investigation system would be adjusted through regular meetings. Until November 2018, one case was notified to Nantou County Environmental Bureau to deal with and the others were about agricultural wastes and beverages; from now there is no serious illegal situation. Four particular lesson plans about life, industry, and ecology of the community were designed, and four relative activities were conducted in September 2018. A workshop was held on and cooperated with Council of Agricultural to spread the programs of reusing agricultural waste. To advertise the method to reuse agricultural and kitchen waste, hundreds of lists were provided for people in the community. As a base of the environmental enzyme, Dung-Guang community prevailed it to near communities and schools as well. In addition to water resource conservation community, the spring conservation ones were expected to carry out. Twenty communities owned spring in Taichung City were investigated through this project. After collecting data and investigating water quantity and quality, the suitable method to protect the spring might be environment improvement and groundwater estimation.
