臺灣身為國際之一員，歷年來科技研究及水利治理成果已累積豐富經驗，解決所面臨之水旱災問題，各項科技研發應用的層次極具水準，且相關學術論文發表專利在國際上也有出色表現。過去投入之計畫多為解決國內面臨之問題，較少進行水利技術與相關產業輸出。與臺灣地理位置相近之東南亞及南亞國家，經常面臨嚴重水患問題，國內推動治水經驗與研究成果，可助益於改善新南向國家之水患災害。 本計畫旨將國內之水利技術與經驗，作為國際交流與教育訓練之基礎，並透過國際合作交流分享及宣傳臺灣水利經驗，提升臺灣國際能見度。同時，配合政府新南向政策，對於未來新南向國家水利國際交流行動或水利產業輸出提供策略整體規劃。

1、Preface The project is mainly aimed at the new southward countries - Myanmar, Vietnam, Thailand, Malaysia, Indonesia, mainly to collect the five countries, establish friendly links, conduct exchanges and surveys, and discuss the techniques of domestic scholars and experts. Exchange and research and development of water conservancy to promote strategic planning recommendations. The results of the project will be able to prepare for the future of the new southward country, and hope that in the future, we can achieve the goal of bilateral exchanges between China and the new south to the country. This will serve as the basis for the overall strategic planning of the future new water supply international exchange operations or water industry output. 2、Target Country Situation Collection Situation collection: Complete 5 countries including Myanmar, Vietnam, Malaysia, Indonesia, and Thailand to assess the water conservancy conditions and related social conditions, economic situation, and major water conservancy policy plans. Take stock of the current southward relationship between Taiwan’s various academic and academic circles, or the cooperation model between the target country and other countries, and establish a future exchange and cooperation channel. 3、Exchange discussions and on-site visits (1) Water Summer Camp "Water Summer Camp" recruits students (or alumni) who are in the water conservancy field or related departments in recent years. The activities are mainly in English and supplemented by Chinese. The activities required for the transportation, accommodation, insurance and other work required by the participants are provided during the event. (2) International Conference The "International Conference" handles case sharing and experience exchanges, and arranges visits to Taiwan’s water conservancy projects. The target country has at least 2 VIP representatives. In the first half of the year and the second half of the year, there are 2 steps, 3 days each, including local visits. The execution time is From June 19th to June 21st, and from November 6th to November 10th, the number of foreign guests coming to Taiwan: 4 in Thailand, 3 in Vietnam, 2 in Malaysia, 2 in Indonesia, 2 in Myanmar, foreign VIPs The total number of people is 13 and the number of VIPs abroad is 10, with a total of 141 and 132 participants. (3) Symposium The "symposium" mainly deals with case sharing and experience exchange. The number of days is planned for one day, and at least two water professionals in Taiwan are invited. The theme of the symposium is water resources, reservoir operation, flood control and disaster prevention. The first symposium was held on September 14th with a total of 24 participants. The second symposium was held on November 16th. A total of 28 participants participated in the discussion on the domestic output capabilities and the development in the new south. Experience sharing of related technologies. 4、Promote strategy and planning advice After several discussions with experts and scholars through the International Conference and Symposium, Taiwan has already cooperated with Indonesia bilaterally. In addition, Thailand and Vietnam are expected to sign MOUs in the future. As for Malaysia and Myanmar, efforts must be strengthened in the future. MOU cooperation.
