水利署職司台灣中央管河川之砂石管理，疏濬作業則為河川砂石管理之主要作為之一，以往疏濬區採用現場單機作業方式處理，資訊僅留存於現場，疏濬作業執行單位及本署難以即時瞭解各河川水庫疏濬工區之作業現況，形成管理上之盲點。有鑑於此，本署於101年度開始發展「疏濬管理系統」，提出符合河川局轄管河川區域內疏濬工區疏濬作業之運作模式。102年則進一步擴展到水資源局及縣市政府，並建立了疏濬計畫管理整體架構，從疏濬計畫研擬、執行、到完成結案都有完整之資訊管理機制。103年度計畫擴充砂石價格管理模組、新增提貨單管理運作模式以及開發行動版管理平台，同時建構系統備援機制，提升資料之安全性。104年度新增疏濬計畫書線上產製系統，在疏濬計畫書各階段編寫審查作業均予以數位化，將疏濬計畫與系統完整結合，深化使用系統之程度。105年度計畫，開發疏濬管理大數據分析模式，提供疏濬決策支援最佳資訊，以強化疏濬資料之加值應用。106年度計畫，主要目標為強化違規車輛檢核管理，減少違規情事發生，並建置歷史資料倉儲管理模組，提供歷史資料查詢機制同時提昇系統運作效能。 科技日新月異，執行機關端（含水利署）疏濬管理系統已運作超過6年，實有必要運用最新技術達到跨平台行動辦公室之目標，本署亦積極導入專案智慧管理概念，從流程改善開始提昇整體疏濬計畫管理工作，本（107）年度計畫，進行疏濬系統全面改版規劃作業，依據專案管理流程進行系統規劃設計，並導入RWD技術設計使用者介面。在此同時，開發各階段應辦事項提醒機制，減少作業疏漏。另一方面，為精進砂石車輛管理，本計畫新增介接監理機關車籍資料之車籍管理功能，避免資料誤植並掌握最新車輛資訊。

The Water Resources Agency (WRA) had developed the Digital Dredging Management System (DDMS) since 2012 to efficiently manage the dredging operations and works. Through the system, the WRA can receive the latest information about the dredging status, and monitor the work conditions of local offices. Furthermore, DDMS established the life cycle as dredging management framework. All of the management work flow include planning, implementation to completion. It is a fully complete dredging information management system. The project of this year focused on developing the to-do list reminder module. The managers of the dredging works could check if the date of each contact is appropriate, and does any document haven’t been uploaded. All the information presented at DDMS and e-mails. And the project developed the dredging condition widget on mobile devices. The managers could get the status of each dredging work area easily. Furthermore, the project did the DDMS revision planning operation, the new vision system will follow the Project Management workflow in dredging works . For the mobile office concept, the new vision will develop from Responsive Web Design, so the management interface will fit all kinds of devices. In order to have a mature dump truck management policy, this project connected the vehicles licenses from Directorate General of Highways (MOTC). It can strengthen the vehicles management and make sure all the information of the vehicles must be correct. In addition, the project continuously to improve and enhance the system functions. Such as the dredging area coordinates upload function, the dredging affairs transparency information management function, the contracts dredging status reports, and the vehicle’s card creation optimized function. Education and working meetings had been conducted to understand the needs from local offices, dredging companies, and WRA. The feedbacks will be the important reference for future improvement about the dredging management system.
