Abstract Situated in Central Taiwan, Da’an River has a length of 95.76 km and a drainage basin of 758 km2. The management tasks are complex including environmental quality improvement, resources utilizations and ecological sustainability in recent years. The project boundary includes the main stem, and its tributaries such as Jingan Creek and Wushikeng Creek. Under considerations of flood prevention, the 3rd River Management Office of Water Resources Agency implemented River Management Plan for Da’an River according to Article 27 of the Regulations on River Management. The plan would fulfill the project goals, which include achievement of stable streamflow, sustainable water resources utilization, protected environment and justified land development. In recent years, river management strategies has gradually incorporated water quality and quantity improvement, water and ecological preservation, water resources utilizations and environmental restoration in addition to flood prevention. The River Management Plan is developed with policies of local government, knowledges of professionals and opinions of the general public. With fundamental goals for river management that include river regulation, water conservation, environmental protection, river space utilizations and riverbank activities the plan would be able to achieve flood prevention, water resources preservation, ecological conservation, rational channel utilization and well-rounded riverbank. River Management Plan for Da’an River applied with segment and zone management concept. Development density and environmental sensitivity in each river segment is weighed and valued, whereas river characteristics determines the zoning strategy. Environmental management planning in each zone reassured justified development in the river space. Da’an River is segmented into River Conservation Section, Natural Utilization Section and Human Activity Section with respect to the development density between human and environment. Moreover, the river is divided into two major categories that are Aquatic Zone and Terrestrial Zone. Aquatic Zones embodies Environmental Conservations Zone, Navigation Zone and Recreation Zone. Whereas Terrestrial Zone embodies Ecological Protection Zone, Environmental Education Zone, Wildlife Recreation Zone, Water Activity Zone, Recreation Zone, Agricultural Zone, Disaster Management Zone and Emergency Shelter Zone. Segments and Zones of Da’an River have been identified, however, integrated planning are further required for a more consistent environmental planning for the river. Therefore, flood management, sediment improvement, spatial utilization and habitat rehabilitation strategies are taken into considerations and adopted for implementing the plan. The eventual environment planning works for the project include Da’an River Upstream Sediment Improvement Area, Shiangbi Tribe Natural Tourism Area, Wushikeng Creek Ecological Protection Area, Disaster Prevention Zone for Areas Prone to Repeated Disasters, Grand Canyon Geological and Environmental Education Area, Bazai Tribe Natural Tourism Area in Jingshan Creekm, Dust Control Zone for the River Channel” and Agro- Tourism Area. Development of the river environmental management plan are divided into improvement for aquatic environment, improvement for terrestrial environment, improvement for ecological corridor and improvement for river management. These plans enable implementation of river zoning and spatial utilization, achievement of administrative efficiency, recommendation to rational land utilization and consideration to the fundamental goals for river management. Da’an River is under the jurisdiction of Water Resources Agency, however its adjacent areas are managed by other government authorities. Although each agency oversees different responsibility, the fundamental goals for environmental management for the river are conform. Therefore, each agency should cooperate, coordinate and support environmental management to create a better Da’an River Environment.
