目前全球都同樣面臨水資源不均的問題，且有超過25個國家已投入人工增雨之研究和進行常態作業，包括美國、以色列和中國大陸等。 就水資源供應觀點而論，台灣的水資源供水可靠度相對較低，近年台灣屢屢面臨旱災情境，104年年初亦遭逢67年最嚴峻旱災，期間實施多次人工增雨作業，期透過人工增雨增加降水量，達到預防、延遲或紓緩旱象程度。本計畫期透過協力團隊守視適合施作人工增雨時機，水庫管理單位配合施作地面增雨作業，共同為增加水庫集水區降雨量而努力。是以，持續投入辦理國內人工增雨作業確有其必要性，爰辦理本計畫。

Supporting program on cloud seeding in Taiwan, reinforcing the promotion of the rain-enhencement policy and operation, has been completed during this year. This report gives the details of nine major items of the program. Cloud seeding, a measure for relieving drought and for increasing the reliability of water supply, has been operating for a long time by WRA. On the other hand, past studies indicated that the adverse over-seeding effect is not obvious in Taiwan, so the warm-cloud procedure can be executed all year round. According to the past researches and operational experiences, better seeding results usually accompanied with the significant synoptic weather systems. The supporting team carried out totally 13 times of cloud seeding operations to increase rainfall during this year. Some other important implementation results of this one-year plan are summarized as follows： 1.Regular cloud-seeding weather watch was provided twice a week at least. 2.Some responses to the public opinion, technical advices and tests for domestic flare development, operational comparison of domestic and ICE flare, site survey for Taiwan Water Corporation, and discussion of concept of non-governmental rain enhancer were provided. 3.A annual joint exercise and five operational training were conducted. 4.Information including the latest drought-related news, technologies, and operation-related messages were bulletined on the website of cloud seeding. 5.Some of the rain enhancer’s faulty components were replaced. 6.The purchases of 100 ICE flares were completed. 7.The rainfall enhancement efficiency has been validating by adding monthly rainfall data from 2015 to 17. 8.Some recommendations about cloud seeding were summarized from international R & D and operations.
