1.秀姑巒溪水系治理規劃檢討報告業於105年5月備查,刻正辦理治理計畫修正中,其檢討範圍包括主流及25條公告主次支流;主流及富源溪、紅葉溪、豐坪溪、卓溪與樂樂溪等5支流分於95、99及103(另包括富興溪及鱉溪)等年度依大斷面3至5年檢測原則辦理,餘支流除於101年度「秀姑巒溪治理規劃檢討-先期外業測量計畫」辦理過測量外,均未曾辦理,故對河床變化情形等無法進行比對與分析,爰提報計畫辦理,俾利治理計畫之檢討與修正。
2測量成果將結合103年度已完之主流及7條支流大斷面資料進行秀姑巒溪河道沖淤分析比對之資料來源外,並提供防洪工程施設、河川警戒水位檢討及河道疏濬作業之辦理依據。

The construction of embedding piles in cross-section at Hsiukuluan River system was completed in 1975. The surveillance area of Hsiukuluan River contained the mainstream and five tributary streams were proceeded in year 1996, 2006, 2010 and 2014 due to disappearance and damages most of the piles. In response to the warning of river water leveling stage and establish the cross-section database to explore the erosion of the river system and riverbed changes, the large cross-section measurement of Hsiukuluan tributary streams had been managed in year 2014. Due to the fact that the sub-tributary has been in operation for 2012 and has been in use for 5 years so far, it is in urgent need of further understanding of the variation in river course that it is necessary to obtain the latest information on the Cross-section surveying of this water system for the subsequent calculation and review of hydrological and hydrological issues and for future river management and Reference and basis for the design or safety assessment of embankment structures.
Due to Hsiukuluan River system tributaries as many as 60, the project selected 19 more important triage resurveying, a total of 52 points of control point detection, section pile embedment and replacement of 56, section of the pile coordinate measurement of 770, the total length of section pile measurement of about 250 km, 421 cross section survey measurements. This project combines the mainstream and tributaries 7 completed in the calendar year (103 years) with the use of the review and analysis of the management plan of the Hsiukuluan River in the project. It can also provide flood control project construction, river warning water level review and river dredging Basis for work. An urgent need to use UAS unmanned aerial photogrammetry vehicle, a total of 15 execution area of 1566 hectares, unmanned vehicle practical training and case applications, and provide any typhoon and rainstorms during the disaster before and after the orthophoto Cross-sectional map data, integration of relevant data for hydrographic analysis and calculation.
According to the results of hydrological analysis, most of the tributaries of Hsiukuluan River can meet the protection standards for flood protection. Only a few river sections have insufficient capacity of flood control. For example, the elevation of the left bank of Jiuxianxi Section 01 is less than 50 Annual recurrence from the flood level; most of the bridge elevation of the river bottom to meet the protection standards set by its development, only a few bridges underexposure elevation, such as Dapo Creek County Boundary Bridge, Bolivia River and the Whitewater Bridge Creek Two unknown bridge. Comparing the estimated average height of the riverbed estimated by the survey of this project with that of the 105-year review report (measured in 102 years), among the 19 sub-tributaries, Luntianxi, Qingshuixi, Taidaolanxi, Dapoxi, Jiupanxi, Creek, Almeixi, Lehexi, Shiguxi, Lufanxi and Laibi Creek show depositional trend; Xiuluoshui, Zhongpingxi, A Night Xixi, Dadu Slippery Creek, Bolixi, An Tongxi, Gaoliao Creek and Ling Ya Creek is showing erosion trend. Rushing the river should be to deepen the base structure of the foot and fender impact and stability, and depending on the circumstances of the erosion scouring of the river to be adjusted; siltation of the river should be depending on the future changes in the riverbed for dredging work to maintain the river pass Hung ability. It is proposed that the river bed before and after the floods change in the future should be based on the average river bed elevation of the project. Through routine inspections or surveys, the flood control capacity of the river bed should be calculated through water management. If the impact of river safety or water height is not enough, have to do dredging work in order to maintain flood control capacity.
In addition, the project integrates the achievements of aerial photos, river water systems, cadastral data, cross-section survey and site investigation photos in the past years with the Google Earth demonstration platform and the version of the mobile inspection system. Through mobile devices Field surveys can be carried out on-site GPS positioning, simple sets of images, fill in the form and upload photos and other functions on-site to facilitate the implementation of personnel on-site mission.
