卑南溪水系卑南溪、鹿野溪及鹿寮溪由於氣候變遷、地震及颱洪影響，每逢豪大雨事件，即可能導致土石崩塌致河道淤積，經本局多年辦理疏濬，已顯著降低土砂災害發生頻率，惟仍必要針對卑南溪水系調查目前河道之淤積狀況，並透過水理演算研提可疏濬或不可疏濬河段及探討疏濬後對於河道流路穩定及河防安全之影響，以達到疏濬工程減災興利及河床穩定之目標。

The problem of erosion and deposition of silt in the Peinan River basin has become the key cause of the stability and flood safety of the river, and sand transport data is in accordance with erosion changes in the riverbed and the key reference to river management. This project is aimed at river siltation condition and effectiveness analysis of recent dredging work on Peinan River and its tributaries of Luye River, Luliao River, Kanding River, Jialu River and Jiadian River. This project is to perform hydrographic analysis and review river safety to porpose overall dredging strategy for agnecies to achieve river bed stability and disaster reduction. In this project, a total of 8 river sections are selected for CCHE-2D sand transport simulation and overall dredging program evaluation in accordination to the results fo NETSTATS simulation, obvious silted area, lateral erosion area, and reported area by public. According to the results of the comprehensive assessment, the short-term targets are: Peinan River section 27~29 (Shanli River reach), Section 33-35 (Shanli embankment reach), Jialu River and Jiadian River area, and Section 82 (Wanan River estuary), total of 4 sections. It is proposed to give priority of implementation in 2018. The mid-term targets are: Peinan River Section 21~25 (Liji embankment reach), Section 54~56 (Baohua Bridge downstream and Ruiyuan reach), Section 62~65 (Richu reach), Section 69~71 (Kanding River convergence reach), Section 81~82 (Degao reach), total of 5 sections. It is proposed to be implemented in 2019~2020. The long-term targets aiming at Luye River and Luming Bridge downstream two natural siltation sites at Peinan River Section 62~65 (Richu reach) and Section 81~82 (Degao reach). Both are included in the regular review with long-term goals.
