目前全球都同樣面臨水資源不均的問題，且有超過25個國家已投入人工增雨之研究和進行常態作業，包括美國、以色列和中國大陸等。 就水資源供應觀點而論，台灣的水資源供水可靠度相對較低，近年台灣亦屢屢面臨旱災情境，若能適時進行人工增雨增加降水量，期能達到預防、延遲或紓緩旱象程度。本計畫期透過協力團隊守視適合施作人工增雨時機，水庫管理單位配合施作地面增雨作業，共同為增加水庫集水區降雨量而努力。是以，持續投入辦理國內人工增雨作業確有其必要性，爰辦理本計畫。

Supporting program on cloud seeding in Taiwan, reinforcing the promotion of the rain-enhencement policy and operation, has been completed during this year. This report gives the details of seven major items of the program. Cloud seeding, a measure for relieving drought and for increasing the reliability of water supply, has been operating for a long time by WRA. On the other hand, past studies indicated that the adverse over-seeding effect is not obvious in Taiwan, so the warm-cloud procedure can be executed all year round. According to the past researches and operational experiences, the better seeding results usually accompanied with the significant synoptic weather systems. In the case of good water storage for the whole year, the supporting team carried out three times of cloud seeding operations to increase rainfall during this year. Some other important implementation results of this one-year plan are summarized as follows： 1. Regular cloud-seeding weather watch was provided twice a week at least. 2. In the program, the team conducted a agency-cross cloud seeding operational training and joint exercise. Some qualitative evaluations about seeding flares, seeding bombs and air seeding operations are provided. Advises for research and development of domestic seeding flare and bomb are also commented. 3. Information including the latest drought-related news, technologies, and operation-related messages were bulletined on the website of cloud seeding. 4. Five sets of dual purpose wireless flare launcher were delivered and some faulty components in certain units were repaired. 5. The purchases of 150 ICE flares were completed. 6. The procedure for performance check of operational seeding was evaluated.
