The project is accomplished through the system establishment, systematic management, mobility management, promotion implementation, etc. For the sake of the operation and management of water resources, the project is fulfilled examination and management procedures of water coverage for institutions. The program implemented the correction of the Water Range Management System, Water Rights Inspection APP System, the maintenance and improvement of Water Range Management System and Water Rights Inspection APP System, instruction for filling forms and implication of Water Coverage Management, promotion and education training, following detailed specific descriptions of complete content and achieving effectiveness. First, Maintenance and Improvement of Water Range Management System and Water Rights Inspection APP System a.Maintenance of the Water Range Management System Complete the system website, updating, system parameters adjustment and maintenance, system functions and API service integration; managing special cases, adjusted configuration of MS SQL 6GB memory and other operations. b. Reviewed and Adjusted Total Quantity Control of Household and Public Water Supply Complete protection area maps of water quality and quantity, groundwater control zone map, data layer maps inspection and collection of reservoir storage range, transfer map data repository. Accomplish the display of the location menu and the landmark position, GPS positioning system inspect automatically into data location, protection area maps of water quality and quantity, control zone map of groundwater and increase chart options of reservoir storage range, layer setting display multiple choices. Cadastral maps adjust to available options such as colors and numbers, and update and released the latest version of the system. The current version is version 1.57. c. The customer service of form filling and operation This project are total 179 people participated from January 1st to November 1st in 2015.Customer service includes counseling water right agent filled in forms, system registered and system operation instructions. Second, Review and Adjustment of Water Range Management System and Inspection Procedures a. Review and adjustment the procedure and control mechanism of water range management data login The meeting and discussion mainly according to the draft amendments to Operational Guidance for Water Rights Registration, and previous Operational Guidance review and adjust Water Range Management System and Inspection Procedures. Cadastral data sheets of water range of agricultural water record usage from January to December. The major is to analysis supporting documentation of user’s information of water utilities, simultaneously analysis of industrial water, commercial water, and keyword and inspection rule of the household data for miscellaneous water. b. Evaluate the target year, 2026, urban and township of the estimated total population and the population of the popularity water According to the population data of township and urban from 1991 to 2014, Taiwan Water Supply Corp., Taipei Water Department, Kinmen County Water Plant provide the analysis population in township and downtown for the reference. According to the growth status of population of the urban and the township as the target year, 2026, the project estimated the township and the urban population and population of public water supply only including positive growth of towns and urban, public water supply number in township and urban in future 5 years. Third, Expand of the Water Range Management System According to users ’feedback, the project completed the expansion of the account registration integration of the Water Range Management System, periodically updated Land-009W lands information, adjusted the data structure and function interface of agricultural water, displayed coordinates, orientated point position, distance measurement, functions development, and tested on line. Fourth, Promotion and Education Training The promotion and education training programs are mainly at irrigation associations and water institutions. There are 20 sessions of training courses and total 284 people were participated this year. There were two training courses of Water Range Management System and total 75 people were participated. There was one training course of Water Rights Inspection APP System and total 24 people were participated. The authorities and applicants gradually were satisfaction with training courses, system function and customer service.
