為能穩定供水及強化中部區域水資源運用與管理，以滿足大台中地區民國130年用水需求，經進行大甲溪流域水資源開發評估後，初步勘選出東勢潭之可能開發場址，本計畫擬針對可能開發場址進行外業調查與工程規劃等工作，以進行工程技術可行性之評估。
英文摘要
Based on possible sites selected in earlier studies, the purpose of this study is to collect land data, and to analyze water resources utilization for preliminary planning of Tungshihtan Artficial Lake. At the same time, considering the current water resources utilization of Dajia River basin and the status of related projects, to perform preliminary planning for integrated utilization of Dajia River water resources. This shall be used for follow-up execution of Taichung area water resources projects.
Based on the current water resources utilization, the function of the Tongshutang Reservoir are defined as follows:
1. With a reservoir storage of 5×106 or 7.5×106 m3, the water supply capability is 44,000 or 55,000 CMD.
2. In addition, the project can be used: to serve as a backup to high turbidity in Fongyuen Purification Plant; to replace Sukang Reservoir and serve as a re-regulation of upstream hydropower plant discharge; to allow Derji Dam to perform silt sluicing during raining seasons; and to enhance water supply stability in Taichung.
