本計畫涉及碳排放關鍵探討、制訂相關作業要點、契約條文與碳管理執行規則等作業,須實際檢視現有水利工程之內容,並考量未來同仁執行能力、現有契約範疇與資格等,預期將對本署所屬機關落實國家永續發展政策與碳排放管理具有莫大之效益,故此研究內容具急迫性與一定複雜性,需多方廣徵機關內外之專家學者意見與實際測試,故擬以委託方式辦理。

To explore and evaluate the sustainability measures and carbon emission of hydraulic facility, and to allow for the review of the sustainability in life-cycle of a hydraulic construction project, Water Resources Agency, Ministry of Economic Affairs proposed a sustainability indicators system, the calculating scope of carbon emission, and simple form for carbon inventory. The sustainability indicators system is divided into 8 main indicators, including efficiency, ecology, safety, energy conservation, waste reduction, durability, humanities and culture, and creativity. The calculating scope of carbon emission contains direct energy, indirect energy, materials, transportation, and carbon sinks. In 2013, this sustainability indicators system and the calculating scope of carbon emission were validated through 10 actual projects testing. The initial results demonstrated the operability and applicability. However, in order to implement this sustainability indicators system and carbon inventory in the hydraulic construction project. This research will plan the executing principles of this indicators system and carbon inventory, and continues to guide the affiliated agencies to test actual projects.
The main achievements of the research are as following:
1. Using AHP methodology and MCA methodology to analyze and calculate the weight of each criterias. Finally, there are 70 points for design phase, 45 points for construction phase, and 40 points for maintenance phase. The certified levels and thresholds of each phase are as following:
(1) Design phase, Certified(35 to 45 points), Good(46 to 55 points), excellent(60 to 70 points).
(2) Construction phase, Certified(23 to 28 points), Good(29 to 35 points), excellent(36 to 45 points).
(3) Maintenance phase, Certified(20 to 25 points), Good(26 to 31 points), excellent(32 to 40 points).
2. Guiding 2 affiliated agencies to implement the sustainability indicators system in 8 cases. The 8 testing cases, in which there are 4 cases in planning design phase, 4 cases in construction phase, and 2 cases in maintenance phase. In the end, there are 6 certified level projects in planning design phase, and 2 certified level project in construction phase.
3. Calculating CO2 emission and implementing carbon inventory of 6 real cases. According the result, the main source of CO2 emission of 6 real cases is including steel, concrete, gabion, and construction machines.
4. Developing 11 executing principles for this indicators system, 14 executing principles for CO2 estimation, and 15 executing principles for carbon inventory. The affiliated agencies will use and follow these executing principles to implement.
