濁水溪流域逕流測預報系統設置10組水位站、旁收中央氣象局49站雨量站及上游台電所屬水庫、發電廠等資料。本局水情中心於颱風豪雨期間配合緊急應變小組之開設,持續監控河川相關水情資料、修正預警資料及持續發佈水情資訊,並利用其測預報結果探討降雨逕流模式、洪水位演算與展示方式及彰化沿海低窪地區淹水情況。因業務日增及人力精簡,須借助民間資源與技術能力使本系統正常運轉,需委請熟悉精通水文、水理、洪水預報及系統工程專業技術人員在洪水期間處理分析相關資料。
英文摘要
The social and economic activities are busy along the bank of Zhuoshui river watershed comprising of four counties, Nan- tou, Chang-hua, Yun-lin and Chia-i, and including 21 villages or towns. To enhance precaution and preparedness against flood disaster not only protects social, public life and property, but also helps the development of local economies. The model of the flood forecasting system will be more mature, progression in the results of prediction and offer the disaster defense information will be improved after this project is implemented. The main assignments of the project include: maintaining the stability and smooth functioning of the system of observation and forecast for runoff within the Zhuoshui river watershed, providing prediction analysis of typhoon information, set the query system for analysis real-time flood information, analysis and drawing for the monitoring station warning level, technology supporting and assigned affairs achieving, report editing and presenting summarized below:
1.The work of precaution was executed successfully for the duration of 16 flood stage.
2.Before a typhoon arrived, we used the typhoon model to provide for spatial distribution of precipitation and scale of flood peak for basin; during rainfall, we used the real-time model to forecast for bridge water level will up to expected the level 3 water alert.
3.Completed the query system for analysis real-time flood information, and provide to quickly estimate the possible flooding status.
4.Completed the work of analysis and drawing for the monitoring station warning level, and enhanced the effect of the monitoring system warning.
5.The workshop on the dangerous region of Zhuoshui river watershed has been completed successfully.
