為提倡總統「三全(全國、全民、全面)節水運動」，並鼓勵全國各行各業落實推動節約用水之成效，本署依當年度所訂定「全國政府機關、公立學校暨國營事業節水評比活動要點」及「經濟部水利署表揚節約用水績優單位及個人實施要點」，分別針對機關學校及商業產業用水辦理節水評比競賽及節水績優選拔活動。 機關學校主藉由「政府機關及學校節約用水填報」系統，進行用水量分析及用水管理，考核全國政府機關、公立學校暨國營事業推動節約用水之成效考核評比。另國內商業及產業節水推動之成果，將邀請科學園區及工業區之相關單位參與，節水績優選拔活動，獎勵及表揚節水具體績效者，爰辦理本計畫。

In order to coordinate government to promote Three- All (All Countries, All People, and All Sides) Water Conservation Activities and encourage all industries and all organization to realize the results of water conservation, the Water Resource Agency had revised and published the active main point of water conservation evaluation competition for all institutes of government, public schools and state-operated enterprise in 31 March 2014. The implementation main point of praising the superior units of water conservation by MOEA Water Resource Agency had revised and published in 29 May 2014 to manage the activity of water conservation evaluation competition and outstanding performance selection contest for institutes, schools, business and industries. The results of final report of this program are described as following below: The water conservation evaluation competitions in 2014 are divided into three categories (including all institutes of government, public schools and state-operated enterprises) and total seven divisions. According the evaluation criteria and the form-fill system of water conservation on institutes and schools, we had been calculated the total water usages and LPCD in baseline year, and will march the second stage of on-site water conservation evaluation to decide the best superior units and superior units of each division. The examination of outstanding performance selection contest in 2014 had been divided four divisions including education service, industries, business and irrigation and water utilization committee. After six months election, 26 superior water conservation units has been selected and produced 12,065 thousand tons water conservation benefits. In order propaganda the result of water evaluation and superior selection, these superior units will be praised in the water conservation ceremony. In the same time, the benefits of water conservation facts, heroic announcement, and newspaper release will be produced. The outside electric lamp box will be established in subway and airport to promote the water conservation and enlarge the people participation. Through each enterprise selection and effect, the forever utilization of water resource will be reached and Taiwan will become a water conservation community.
