地表水及地下水為我國民生用水之主要來源,現階段對點源與非點源管理未臻完善,致使部分水源遭受污染。基於新興污染物可能造成人體健康安全危害之考量,本(四年)計畫依據新興污染物在公共給水系統中可能潛在對人體健康的風險,階段性納入監測項目。在工程層面,評估傳統及高級處理單元去除效能與成本,提出可行改善策略;在環境層面,進行現地採樣建立分析其背景濃度外,並建立宿命分析;同時依據行政之考量,建議適合我國之新興污染物管制規範,並將其納入淨水場績效評鑑之一環。最後藉由國際合作交流,將國內公共給水主管機關及業者與國際接軌。
英文摘要
This project is a four-year plan aimed at the assessment of “contaminant of emerging concern (CEC)” in public water supply systems (including drinking water), and of the potential risk to human health, by which to set up the priority of the monitoring program. The overall objectives are: (1) to establish the information for monitoring and analysis of CEC; (2) to evaluate the capabilities of treatment process for the reduction of CEC; (3) to review and optimize the water treatment plant for the control of CEC; (4) to evaluate the disinfection by-products and the corresponding health risks in water distribution system and the control strategies; (5) to plan the strategic management for public water supply system in the control of CEC; and (6) to establish mechanisms for international cooperation.
The major achievements of the last two years included:
1. Revision of the monitoring and management information for CEC: This project has added the monitoring requirement for data collection in surface water and groundwater of building the domestic background database.
2. Review and optimization for the water treatment plant in the control of CEC: This project has completed five runs of sampling and analysis, and established 2200 data of water quality.
3. Evaluation of the water treatment plant for the reduction of CEC: This project has completed the evaluation of traditional units (including coagulation-sedimentation, rapid filtration, and chlorination) and two NF membranes for the reduction of nonylphenol and bisphenol-A, and the evaluation of ozonation for the reduction of microcystin.
4. Establishment of the mechanisms for international cooperation: This project has proposed the agenda, including the theme and invitees of the international workshop. In addition, this project is keeping in touch with international accredited scholar and organization for the cooperation objects, issues and patterns.
This year (2011) is the third year of project execution. The major items of work were: (1) to establish the control strategy planning for CEC control in public water supply system; (2) to review the CEC background information in the public water supply system; (3) to assess the CEC in the water distribution system; and (4) to establish international cooperation and exchanges.
The major achievements of this year were:
1. Control strategy planning for CEC control in public water supply system
This project has completed the comparison between the “Water Act” and the “Drinking Water Regulation” mainly in water management (water conservation, water quality), water utilities operations, facilities management in which pesticides, persistent organic pollutants, high-tech industry waste water the Drinking Water Regulation standards is more stringent in management.
2. Review of the CEC background information in the public water supply system on pollutants, control and optimization
This project has completed twice for water treatment plant and once for distribution system sampling, including analysis, and health risk assessment. The historical sampling data (OP, NP and BPA) were analyzed according to the raw water characteristics. Water treatment plant operation guidelines has been completed for activated carbon (including granular and powder) adsorption, membrane filtration (including reverse osmosis), and advanced oxidation.
3. Assessment of CEC in the water distribution system
This project has completed the kinetic study of the nitrogen-containing disinfection by-products. On the other hand, this project has also completed water distribution s GIS system for Ban-shin Water Treatment Plant. The DNA extraction technology has been established and named “sampling site samples of pathogenic bacteria cum algae quickly destroy the cell membrane (wall) technology” for patent application.
4. International cooperation and exchanges
This project has held two international conferences, namely “7th International Conference on Sustainable Water Environment”, and “Australian Taiwan Strategic Workshop on Sustainable Water Environment”. Our research group has made a partnership with Prof. Hyunook Kim of Seoul National University, and for a cooperation in river water quality remote monitoring technology with South Korea’s Ministry of Environmental Protection.
