台灣全島雨量豐沛，年平均降雨量高達2,500公釐，為世界平均值的2.5倍。然而降雨集中於5月至10月之間，佔全年雨量的四分之三，且大部分為颱風帶來的豪雨。由於降雨於時間上分佈不均，因此極易發生水災，經常對台灣各地區造成嚴重災情。鑑於工程措施確有其侷限性，期能透過水患自主防災社區之建立及洪水與淹水預警系統建置等減災避洪措施，減輕水患對人民生活之衝擊。

The operation of self-precaution community for disaster prevention was funded by “Regulation Project of Special Act for Flood Management”, proposed by Ministry of Economic Affairs. The regulation project expired on January 28, 2014. Local government is responsible to maintenance of self-precaution community instead. For promoting the self-precaution community successfully, this project was applied to assist Water Resources Agency (WRA) and local government to maintain the operation of communities. To encourage communities keep to operate, “directions for merited communities awarding” and “operation project for merited communities awarding” were established to reward merited communities. PCM assist WRA to collect the operation record of communities during different seasons and typhoons. For cultivating talents to assist local government to promote the self-precaution communities, PCM has planned and executed four seeded teacher training camps. Target audiences include civil services and community cadres. For enhancing the public awareness of disaster prevention, PCM has planned and executed four disaster prevention trainings. Target audiences are Civilians To save the record and experience in the operation of communities, PCM choose 28 communities, which were rewarded got the 1st and 2st place, to film the operation. PCM also establishes an information system of self-precaution community for disaster prevention. Communities can store their files about growth process and operation records on the information system. During execution, PCM finds out some problems about promotion of self-precaution communities and proposes improvement strategy for central government, local government and communities respectively.
