志工招募的目的是藉著在地與熱心民眾，由主管機關協助整合，活絡巡守隊之例行運作，讓環境教育逐步推廣，使生活環境融入「在地人」之方式，將行動轉化為日常生活的一部分並結合稽查人力建構綿密的稽查網絡，遏止在水質水量保護區內不法與污染行為，進而收維護水質水量保護區保育之效。今年度計畫中，在保護區內成立百吉復興隊、大溪隊、與雪霧鬧隊進行巡守工作，志工所需之背心、帽子、相機、手電筒、GPS、日誌記錄本等由此計畫提供。志工成立的流程如招募說明會、教育訓練、誓師大會、參訪活動、成效檢討等活動也於今年度辦理，並把相關辦法與機制撰寫其中供其他保護區成立志工隊之參考，計畫中利用Wordpress開放原始碼網誌／内容管理系统，建置「石門水庫水質水量保護區-巡守志工交流網站」，以網路部落格的形式建置而成，作為巡守志工之間交流平台，並且統整與發布巡守的成果，讓一般民眾瞭解巡守志工對於石門水庫集水區水質水量保護成果(http://waterprotect.wordpress.com)。另資訊量空間推估的概念整合運用於集水區內各種地表水文監測站網，分別包含雨量站、流量站、水質測站等，使最佳化模式能同時評估不同站網的監測效率，藉以規劃水質水量保護區最佳巡守與水文監測配置。此外，保育治理工程後續追蹤顯示，絕大部分工程現況良好，但3處護岸工程有輕微基礎掏空現象，仍需持續觀察，玉峰溪護岸治理工程的砌石護岸在現勘因土石掩埋無法直接勘查，101年新建於巴陵水位站處的一座固床工結構毀損嚴重，已無法發揮工程功效，需進行工程檢討以及修復。綜整集水區內今年度颱風期間水文資料呈現整治特別條例後部分之成效也撰寫在報告中。

The purpose to recruit volunteers who live in the watershed and are enthusiastic is to prevent pollution and illegal activities by combing with North Water Resources Agency’s help in the water quality and quantity protection area. In the project this year, three volunteer teams which include Bai-Ji-Fu-Hsing team, Da-Xi team, and Xue-Wu-Nao team are formed and sleeveless jackets, caps, cameras, electric torches, GPS, daily records are also provided. The processes, such as exposition to recruit volunteers, training classes, visiting activities, a rally to pledge resolution before going to patrol, efficiency discussion are held and the relative rules are presented. The web site (http://waterprotect.wordpress.com) by using Wordpress is established for volunteers to exchange opinions and show the patrolling achievements and also for people who are interested in the restoration of Shihmen watershed. In addition, the concept of estimation of spatial information is integrated to apply in precipitation station, gauging station, and water quality station. Optimization Model is established to investigate monitoring efficiency of different stations and plan the best monitoring strategies. Besides, most of engineering structures are well after typhoons this year. Only three revetments and one grade-control structure are damaged and then have to be repaired and checked. The watershed management efficiency after the regulation "The Special Act Governing the Management of Shihmen Reservoir and Its Catchment Area" is represented by collecting hydraulic data and analyzing.
