本計畫參採水庫集水區庫生態調查評準則及石門水庫整治計畫生態檢核機制辦理經驗,推廣運用於曾文南化及烏山頭水庫集水區整治計畫保育治理工程.包括生態檢核相關資料建立，生態觀注議題確立,生態議題制度化溝通平台建立,資訊公開及民眾參與機制建立,生態檢核運用及辦理教育訓練等,此外並辦理生態檢核成效評估，及研提曾文南化及烏山頭水庫集水區生態保育實施計畫,以為後續相關工作辦理參考。

This project aimed to normalize ecological conservation on the management of catchment area of reservoirs, and assist the authorities of the Zengwen reservoir, Nanhua reservoir, and Wushantou reservoir. According to the special act, government has the responsibily to open the information to the public, that local communities and experts were participated and that eco-friendly construction were properly adopted. We assist 3 authorities to excute the “Ecological Survey & Assessment Specification on the catchment area (Draft)“ in each case, also complete the ecological checklist. In the result, we review 26 cases of watershed treatment, proposed 3 avoidance, 13 minimization, 25 mitigation, and 9 compensation respectly. In additional, we integrade the procedure phase and ecological effect phase, propose the evaluation method of ecological assessment of watershed treatment. Meanwhile, in order to promote the conservation and biodiversity protection of Zengwen reservoir, Nanhua reservoir, and Wushantou reservoir, we built up a workshop and consult several specialists, propose a mid-long trem project to the authorities.
