為提升本署及各所屬機關電子表單電子表單服務效率，擬研討增修及維護功能，希冀以更完善之系統功能及管理機制，藉以提升系統服務效率與品質。

Since Water Resource Agency, Ministry of Economic Affairs implemented E-form system till now, the system has provided the leave and vacation, accounting, ISMS and many other application E-forms, and those reporting query service. This is fully fulfilled the electronization and information revolution in the leave and vacation, and general affairs, and thereby enhance the efficiency. Even though E-form system has provided the above best-quality service, we believe there could be better in functionality and performance perspective. In order to enhance E-form system in service efficiency, this project plans to improve the existing system used by Taipei Water Management Office and the Third, Forth, Seventh, Ninth Section of Department of Construction. Hopefully, enhance the service efficiency and quality by a better system functionalities and management mechanism. On the other hand, this project will provide system statistics reports for South Region Water Resource Office, Water Resource planning institute, the Fifth, Sixth and Eighth Section of Department of Construction. And South Region Water Resource Office, Central Region Water Resource Office, Water Resource planning institute, the Fifth, Sixth and Eighth Section of Department of Construction will renew the maintenance contract to ensure the system service quality as a whole. To fulfill the requirement above, we plan to execute the tasks as follows;  Maintain and add functions for the existing E-form system for Water Resource Agency including latest version update.  Segment the agent data in E-forms.  Add new functions for the existing E-form system.  Establish the mechanism to avoid the redundancy for the application of leave, travel on official business.  Create general and special purpose work-overtime application form.  Upgrade E-form and HR system database to SQL 2008.  Maintain the existing functions of E-form System.  System allow users to query and modify the duration and change the original application data when there are more than two leave, travel on official business or on vacation records in one day.  Historical data of allowance or vacation application form for travel on official business should not be displayed  System allow users to apply escort for official business trip among different office area  System allow users to apply vacation for wedding.  Supervisor of procurement department can delete upload attachment of purchase order application form.  Maintain the E-form system including latest version update  Maintain and add functions for institutions using the same version E-form system with Water Resource Agency  Maintenance of the E-form system for South Region Water Resource Office, Central Region Water Resource Office, Water Resource planning institute, the Fifth, Sixth and Eighth Section of Department of Construction.  Maintenance of the E-form system for Water Resource Agency and the Third, Forth, Seventh, Ninth Section of Department of Construction.  Provide system statistics reports for the Third, Forth, Fifth, Sixth, Seventh, Eighth, and Ninth Section of Department of Construction, South Region Water Resource Office, and Water Resource planning institute.  Provide the application form of leave, travel on official business and vacation with the option of shuttle bus for Water Resource Agency and the Third, Forth, Seventh, Ninth Section of Department of Construction. And thereby correct the report of allowance for traveling.  Provide the system authorization control for Water Resource Agency and the Third, Forth, Seventh, Ninth Section of Department of Construction.  Provide the application form of leave, travel on official business with purpose for Water Resource Agency and the Third, Forth, Seventh, Ninth Section of Department of Construction.  Provide the flow change function for the on site police team in the application form of general work-overtime and special purpose work-overtime for Water Resource Agency and the Third, Forth, Seventh, Ninth Section of Department of Construction.  Provide necessary technical consultancy service.  Training  Others  Cope with the execution of continuous operation practice  Prepare a poster describing the project benefits  Provide system security report  Execute system stress test This project will collect user’s feedback and suggestion as the basis of new function development and existing function enhancement, and through the convenience and reliability of the E-form system to enhance the efficiency in application and approval process. Meanwhile, via the seamless integration of the E-form system with the backend system, Water Resource Agency can largely cut the human resource cost in data processing and use the reserved time to endeavor on other tasks. Through the unified channel, this project will centralize and simplify the system maintenance efforts for institutions not using the same system version with Water Resource Agency. System users will get a better service than before, and thereby enhance external customer satisfaction. After this project, we propose to use the same version with Water Resource Agency, and finally to achieve the goal of single system version integration.
