有鑑於減少溫室氣體排放量為國際趨勢，而溫室氣體總量以二氧化碳量為代表，並以碳足跡（Carbon footprint, CF）計算生產程序中二氧化碳之產量，為減緩全球暖化，世界各國除依「京都議定書」致力於溫室氣體減量，希望在2050年將達成全球溫室氣體減量至少一半之目標外；2009年底於哥本哈根舉辦之氣候變化綱要公約第15屆締約國大會(COP 15)，對於各國減量目標之限制趨勢亦更加明顯。政府為因應此一趨勢，配合提出減碳政策，今後政府各行政部門、企業生產部門及個人皆須肩負及檢討、推行減碳措施。 歐美日等先進國家自來水事業單位，為因應前述國際溫室氣體管理趨勢，已開始著手建置自來水碳足跡，或利用碳足跡之計算評估檢討自來水事業減碳之效率，並已發表相關文獻或技術報告，皆值得我國自來水事業單位檢討自來水碳足跡之參考引用。減碳已成為國家永續發展並提高競爭& #63882;之重要議題，我國自來水事業單位應儘早配合國際妥善規劃，導入碳足跡以檢討減碳之效率，爰此本計畫「自來水事業碳足跡評估與減碳策略之先期研究」，擬引進先進國家自來水碳足跡評估技術，應用於評估國內自來水事業之碳足跡，本計畫評估碳足跡之範疇，係指水源取水口以下，經由淨水設備、輸配水管線等設施配送至用戶端之前謂之。另研擬自來水碳足跡評估技術手冊草案，並擬定自來水事業減碳之近中程發展策略，作為我國自來水事業單位檢討自來水碳足跡與減碳之依據，並舉辦專家座談會及技術交流研討會以推廣自來水事業減碳應用發展之概念。

The European countries and the United States have started establishing the assessment of carbon footprint for tap water enterprise, and using the result of the assessment to evaluate the efficiency of carbon-reduction for tap water enterprise. Methods of the assessment are worthy of learning for our country, therefore, the content for this project of this year includes four kinds of subjects, which are:1.collection and analysis of the status and developing trends of carbon footprint being applied to tap water enterprise in overseas.2.development of carbon-reduction strategy framework in the short and median stage.3.to work out the draft manual for the assessment of carbon footprint technology for tap water enterprise.4.to disseminate the concepts for the development and application of carbon-reduction to tap water enterprise.
