為能審慎評估全球氣候變遷可能造成之衝擊及相關調適策略,詳予考慮我國國情、體制、資源、與研發及實務工作之人力及本署應有作為,本署業已於98年度執行完成「氣候變遷對水環境之衝擊與調適研究計畫」第1階段管理計畫,規劃於四年內(99~102年)推動「氣候變遷對水環境之衝擊與調適研究計畫」科技研究發展專業計畫(以下稱主計畫),以為本署因應全球氣候變遷可能對水資源、旱災、防洪及海岸防護等掌理事項造成之衝擊及其調適策略奠定基礎。
本分項計畫為主計畫中之探討氣候變遷下各區域河川海岸災害特性因應對策研究計畫之ㄧ,其目的係各地區水利基層單位,在長期經驗累積之下,已能有效處理地區災害,將災害影響降至最低。然而近年大規模災害頻仍,災害種類與災情朝向多樣化與複合化,災害成因複雜,災害規模遠超過以往經驗,氣候變遷隱然成形。基於防災比救災更能有效降低災害損失,所以針對氣候變遷預為研擬應變措施實有必要;更進一步尚需考慮各地區災害原因未必相同,無法循常例以一制性標準應用於全國,應變措施也需要因地制宜。
本署內部機制對各地區災害特性有一定程度的掌握,惟氣候變遷時災害往往超出掌握,非尋常思維所能涵蓋。所以需要委請外部專業團隊,發揮腦力激盪,從不同角度切入,針對每一河川局,進行資料蒐集、實地調查訪談、專家座談(每一河川局情況不同,須單獨辦理座談)、分析策略等過程,以歸納出各地區河川局的災害地方特性。並進一步從災害特性,研擬氣候變遷下更大規模災害的各地區因應策略以防範未然。
實地調查訪談、專家座談等面對面對談的工作,需要在彼此具高信賴度的基礎下,較能探究出事實,同時事先資料準備與提問方式皆需要謹慎研擬安排,深入核心的問題才能獲得精確的答案,所以具有編輯經驗及宏觀水利專業知識的研究團隊是執行本計畫的基本條件。
針對河川海岸災害,以往媒體報導專業不足,可能有偏離事實,甚至混淆事實的現象。未來氣候變遷衍生災害可能更甚以往,媒體報導若如同以往,將再次困擾、打擊水利從業人員,亟需從專業角度研擬完整的說明。此在前述研究各地區河川局災害地方特性的過程中,可一併完成。藉由事先蒐集以往媒體報導,彙整後訪談基層水利人員、舉辦專家座談等,探究出事實及提出專業說明,所獲得的成果提供媒體,將有助於未來報導之正確性。
英文摘要
This study aims at reserving multiple and comprehensive records of recent significant flood events in Taiwan by documenting engineers’ experiences and perspectives of Water Resources Agency (WRA) through a series of interviews and site visists. These valuable experiences include possible causes of disasters, mitigation strategies, and suggested implementation of flood control works. Symposiums were consequently conducted to gather expert opinons which could indicate the likely characteristics of each disaster, with concluded relevant mitigation and adaptation strategies especially in response to the impacts of global climate change. These records were then compiled and edited into a book .
Each of the ten River Mangement Offices of WRA was requested to supply the background information and data of one chosen major historical disaster, which would serve as preliminary preparation for the interviews in hope to reconstruct the selected historical event. One to four experienced engineers from each River Management Office were selected to be interviewed. The results of these interviews were collected to form ten written reports, which were the major materials for discussion at the expert symposiums. A total of fourteen experts were selected from university faculties, senior engineers in the consulting firms, and current or former senior officials of WRA. Four to five of these experts were invited to attend each of the ten symposiums.
In addition, this project presented a standard operation procedure for reporting flood events and utilized a systematic way to categorize the types of flood damages, their characteristics, and the possible flood control methods. The results of this project revealed the complexity of flood damages in recent years and the fact that there is no easy solution to these complicated disasters. It is found that although most constructional methods are critical and necessary for short-term disaster recovering works, most of these methods have their limitations. The more appropraite cures might go to the combined use of constructional and non-constructional mitigations and adaptations strategies such as comprehensive national land use planning.
Moreover, this study attends to illustrate some of the writing skills for publishing news ariticles. It would be helpful and crucial for WRA since news regarding flood damages could be biased and incorrect if professional engineers’ analysis is absent. This could be understanble since news reporters often don’t have the access to sufficient, clear, and precise information or explanation regarding the flood damage events. These news articles related to flood events are thus potentially inaccurate with some of them containing rather exaggerated and controversial viewpoints emphasizing on audience attraction.
This projects also proposes twenty topics of interest which are valuable for advanced study including topics on the impacts of global climate change, flood control at rivers and coasts, joint cooperation between various government units, responding and writing skills for press release, and educational training proposals for colleagues of WRA.
