南部地區由於受天候環境限制,河川流量豐枯極不均勻,加上環保意識日益提升導致水庫興建屢屢受阻,使得區域用水日漸困難;目前嘉義地區之生活及工業用水主要由仁義潭水庫及蘭潭水庫供應,但其水庫出水量尚不足以供應嘉義地區用水,部分仍需由烏山頭水庫支援用水,為求嘉義地區水源穩定供給,經評估更新改善台糖公司所屬鹿寮溪水庫為一可行之方案。
本計畫係參考過去「鹿寮溪水庫更新改善可行性規劃(1)、(2)、(3)、(4)」已完成之成果辦理後續之檢討、分析及評估事宜,作為未來鹿寮溪水庫更新改善後續規劃之參考,以尋求最佳之改善方案,提升鹿寮溪水庫蓄水能力,降低缺水問題。
本案係依 99年4 月27 日經水源字第09915002880號「研商鹿寮溪水庫及尖山埤水庫更新改善後續推動事宜」會議紀錄,編製委託技術服務計畫書。本局囿於人力,擬依政府採購法第22條第1項第9款及相關子法之規定,以公開客觀評選、限制性招標方式委託國內具優良信譽及工作實績之技術顧問公司、技師事務所及其他依法令得提供技術服務之自然人或法人辦理本案,爰編本委託技術服務說明書。
英文摘要
Reservoir construction often been postponed in the southern area of Taiwan results from climate environment restriction and significantly uneven stream discharge during wet and dry period, also besides the consciousness rise of environmental protection. Despite domestic and industry use of water supply mainly from Ren Yi Tan Reservoir and Lan Tan Reservoir in Chia Yi area, both outflow is insufficient for full water supply of Chia Yi area and necessarily partial supplementary water supply from Wu Shan Tou Reservoir. Thus, the renewal and improvement of Lu Liao Chi Reservoir, Taiwan Sugar Corporation is used as a feasible case via assessment in order to obtain the water source stable supply in Chia Yi area.
Contents of work in this project include 6 items, i.e. 1. Supplementary survey of dam and auxiliary facility, 2. Surface geological survey and boring, 3.feasibility review for removal of existing dam, 4. Review for engineering planning and design, 5. Comprehensive assessment, 6. Production and exhibition of 3 D animation. Main project results are shown as follows:
I. 3 cases of dam construction (i.e. 1.previous dam removal and reconstruction, 2.dam axial construction and 3.previous dam unchanged but dam axial moved downward) have been studied in this project via the previous dam whether to be removal or unchanged and dam axial site. The relevant evaluation results show that directly heightening engineering above the dam to be used for the case for previous dam unchanged and dam axial construction results in unpredictable dam settlement; problems such as insufficient astigmatic-proof etc. result from the new construction cutoff facility of the existing dam. Thus, the above-mentioned method is unavailable. Due to the maximum dam full capacity, lower engineering cost than the case of previous dam removal and reconstruction and relevantly better right dam topography, the case of previous dam unchanged but 65 m dam axial moved downward is chosen for the optimum.
II. As for the water source condition, if single operation of the Lu Liao Chi Reservoir (LLCR, including transbasin), the potential water supply is up to 0.069 million cmd and available for the maximum development storage capacity of LLCR landform. Meanwhile, under the condition of environment, submerged land use mostly belonging to the ownership of Taiwan Sugar Corporation (TSC) is more available without question. Accoding to the comprehensive analysis result of 4 conditions, i.e. geology, topography, water source and environment, the EL. 95 m upper dam elevation and 22.56 million cmd effective capacities is used for the LLCR development scope.
III. If its development scope is 22.56 million, LLCR daily potential water supply is 0.069 million cmd; its raw water cost for single operations about 21.8 NTD/ton. If in comparison with the previous planning (3% interest rate) for 22.56 million development scope and 0.055 million cmd daily potential water supply, its raw water cost for single operations about 23.8 NTD/ton, which shows development scope increase can decrease raw water cost. In addition, if the conjunction use of 「LLCR+Pa Chang Chi Weir Excess Water+ Chia Shian Weir Excess Water」, daily potential water supply is 0.094 million cmd; its raw water cost is about 16.0 NTD/ton. In addition, conjunction use of「LLCR+ Chr Lan Weir+ Pa Chang Chi Weir Excess Water+ Chia Shian Weir Excess Water」, daily potential water supply is 0.097 million cmd; Its raw water cost is about 17.6 NTD/ton, which indicates raw water cost can be lessened via the conjunction use of water sources facility.
IV. The four supply projects of LLCR reconstruction and promote, the cost of raw water less than other reservoir of Taiwan, and furthermore to imply this project has development potential. Considering the economic effective, these four projects can be the developed cases. On the other hand, the cost of raw water of LLCR independent use, but the operation screen of facilities will be more simple and stability. If conjunction use of 「LLCR+ Pa Chang Chi Weir Excess Water+ Chia Shian Weir Excess Water」, the cost of raw water will be very chief, but the operation processing will be very complex.
V. Due to new dam site hard to be found in Taiwan, serious deposit of current reservoir and bad water sources use efficiency, reconstruction project (including deposit removal, deposit stuff reuse in reservoir area and reservoir construction engineering, etc.) is to be carried via reservoir renewal and improvement engineering in order to activate reservoir and meet the goal of reservoir sustainable use. Despite land in submerged area mostly belonging to TSC’s ownership and low land use of the rest, its environmental impact is smaller and better for project execution.
