The Integrated regulation plan is a comprehensive mangement(governance) in water affairs of river basin.The plan profit disaster prevention'water and soil conservation and envionmental and ecological conservation. On one hand, the purpose of management stresses on long-time preparedness ahainst natural calamities'creating benefit and conservation,but on the other hand purepose of governance concentrates on preparedness against natrual calamities and conseryation at the same time while creating benefit is only the added value.
