依據行政院98年5月26日核定之「台灣水文觀測長期發展計畫」-「加強資料品質控管，擴充水文資料供應」策略，其執行要項為「加強資料檢覈及優質化管理」及「擴充及更新水文資訊資料庫」。本署前已建置「水文資訊傳輸管理維護系統」、「水文資訊整合服務系統」及「水文資訊申請網站」等三大系統。其中「水文資訊傳輸管理維護系統」係為因應各河川局及本署進行資料檢核及產出水文資訊之需要，屬署內及各所屬機關內部水文作業人員之管理系統；「水文資訊網整合服務系統」則屬於對外展示及提供本署及所屬機關各同仁業務需要直接下載使用水文資訊之系統；而「水文資訊申請網站」則為對外界提供水文資訊申請之系統。各項系統皆有其使用目的，且為利運作順暢，皆須定期維護，並依據使用者及本署業務檢討結果，每年皆須進行部分功能改善或擴充作業。除前開各系統之功能外，本署收集各單位與提供外單位資訊之介接、水文年報之報表產出、水文資料庫之維護以及水文觀測站資料回傳、轉匯等作業，皆須有定常性之維護，方能運作順利。且於未來政府組織改造後，相關業務移撥需要，亦須有適當之銜接。綜上各項業務需要，爰提出本計畫。

According to “Project of Moderation to Taiwan Hydrological Survey ”, proposed by Ministry of Economic Affairs (MOEA) and approved by Excutive Yuan on Jan, 7th,1998, the main target of this project is to establish an integrative hydrological information service and system, which is also a planned policy of E-government. To accommodate gaining and delivering hydrological data, this project sets up a real time data transporting functions, so that we can enhanc to plan building up a web-based service system having high priority in hydrological information supplying. Water Resources Agency (WRA), MOEA applies the newest web-based technology to integrate several hydrological data governing agency and systems, establish an integrative service which structure includes gathering, transmitting, digitizing, and supplying. Then the main research topics as forecasting of reservoirs inflow, trend analysis of hydrologic cycle, handbook of hydrological designing, plan to disaster prevention and reaction, etc., WRA uses informatic and web-based schemes to integrate and accompany hydrological information and management of information. The long-term destination is to enlarge the scale and users of hydrological information and reach the web resources sharing efficiency.The annual working priorities of 2015 is the second phase upgrading affairs of the hydrological information system in transmission, management and maintenance. The upgrading scope include the subsystem of rainfall, ground water wells and adding the management function of the groundwater equipments. Considering the user inferface consistency, WRA adjusts not only the database structure but also the operating procedures. In addition, to make sure the validity of the hydrological data and make it easier for end users, WRA adds checking assistance function in data approval and further introduce new data approval process. New data approval process enables the personnel responsible in checking and approving to present or reject the monthly hydrological report in a less restrictive way.Besides developing the new data approval process, WRA also makes expansion in the subsystem of realtime observing data in collecting reatime river flow velocity data in order to provide more hydrological data in firsthand. In the other hand, WRA keeps the system and related database of the hydrological information integrated services and web-based schemes to make a friendly operation environment for end users.
