Due to climate change and the rapid growth of Taiwan’s domestic economy—particularly the semiconductor industry—the demand for stable water supply has increased significantly in recent years. In response, the Water Resources Agency (WRA) of the Ministry of Economic Affairs has developed a substantial amount of bank filtration water in accordance with Article 2 of the Enforcement Rules of the Water Act. Operational results over the past few years indicate that bank filtration has provided significant benefits for both regular water supply and emergency situations, such as high turbidity in surface water and severe droughts. Therefore, it is necessary to expand the utilization of bank filtration water within environmental capacity limits to enhance regional water resource resilience. Accordingly, the objective of this project is to scientifically justify, from a water resource management perspective, an expanded definition of bank filtration zones. Based on the d definition and supplemented with existing and newly collected data, the project will identify potential bank filtration areas, assess their potential capacity and extraction impacts, and propose amendments to current bank filtration regulations. The scope of work consists of four major components: 1. Compilation of existing data, including geomorphology, river and groundwater hydrology, surface and groundwater quality, paleo-channel mapping, and information on nearby existing or planned intake facilities and extraction volumes. 2. Field investigations, focusing on areas identified as data-insufficient and with high development potential based on Task 1. Work includes groundwater drilling, pumping tests, installation of temporary monitoring wells, temporary river discharge stations, surface and groundwater quality sampling, riverbed hydraulic conductivity testing, and 2-D electrical resistivity surveys.3. Construction of hydrogeological models using both compiled and newly collected data to determine bank filtration potential zones with strong surface-groundwater interaction. 4. Integration and assessment of all results using groundwater numerical modeling to evaluate potential extraction capacity and associated impacts, and to propose regulatory revisions and future water supply strategies. The project area covers the Lanyang Plain (Yilan River, Lanyang River, and Luodong River), the Pingtung Plain (Gaoping River, Ailiao River, Laonong River, and Linbian River), and the eastern region (Beinan River). Tasks 1 through 3 were completed prior to the mid-term phase; this final report summarizes the work contents and results primarily associated with Task 3.
